Background Information:
FOR THE LAST 120 DAYS NET ADMINISTRATION HAS BEEN EVALUATING HOW IT MAY ENHANCE THE DELIVERY
Of CITY SERVICES AS WELL AS THOSE PROVIDED BY OTHER PUBLIC SECTOR crams ES WITHIN THE CITY. DUB TO
TIME LIMITATIONS. THIS SUBMISSION WILL ONLY ADDRESS RECOMMENDATIONS FOR THOSE SERVICES
DISCUSSED DURING THE AFORE• MJ NTTONED MISTING, HOWEVER IT TS THE INTENT OF 'THIS DEPARTMENT'I O
REPORT SHORTLY ON RECOMMENDA.TIONS FOR THOSE OTHER SERVICES ALSO UNDER -CONSIDERATION AND

A - FILING OF POLICE REPORTS
NET OFFICES WILL ADHERE TO THE STANDARD OPERATING PROCEDURES (SOP) OF
THE POLICE DEPARTMENT WITH REGARD TO FILING OF POLICE REPORTS. POLICE
REPRESENTATIVES WILL EXPAND ON THE ESTABLISHED SOP FOR NET OFFICES.
B - APPLICATION OF LAND IMPROVEMENT PERMITS (LIMP) AT NET OFFICES
LIMP PERMITS WILL BE PROCESSED AT THE NET OFFICES. THERE ARE SOME THAT
(AT THE TIME OF THIS SUBMISSION) MAY NOT BE COMPLETELY PROCESSED THERE
BECAUSE THEY REQUIRE SPECIFIC EVALUATION OR AUTHORIZATION BY OTHER
DEPARTMENTS. THERE IS A TASKFORCE CURRENTLY EXAMINING HOW SOME OF
THOSE FUNCTIONS CAN BE CONDUCTED ELECTRONICALLY OR BY INTER -OFFICE
MAIL IN ORDER TO PROVIDE RESIDENTS THE CHOICE OF BEING ABLE TO APPLY AND
RECEIVE THESE PERMITS IN THEIR OWN COMMUNITIES EVEN IF THE PROCESS
WOULD REQUIRE A LONGER PERIOD OF TIME TO COMPLETE THAN IF THEY WERE TO
COME TO THE MRC.
C - INSURING PERSONAL RESPONSES THRU 311
THE 311 SYSTEM IS BENEFICIAL IN THAT IT MERGES THE CONVENIENCE OF A
STAFFED CALL CENTER WITH THE ABILITY FOR RESIDENTS TO RECEIVE FEEDBACK
AS TO HOW SOON THE COMPLAINT SHOULD BE SOLVED AND A TRACKING
MECHANISM TO PROVE THE PROBLEM WAS REPORTED AND WHEN.
IT APPEARS THAT THE MAJORITY OF THE UNSATISFACTORY SITUATIONS OCCUR
WHEN THE OPERATOR CANNOT ANSWER A SPECIFIC QUESTION AND THE CALLER IS
TRANSFERRED TO THE APPROPRIATE DEPARTMENT FOR RESOLUTION. WHILE THE
CALL IS BEING TRANSFERRED, THE OPERATOR REMAINS ON THE LINE BUT WHEN A
RECORDING COMES ON INSTEAD OF A LIVE PERSON, THE RESIDENTS ARE GIVEN A
CHOICE TO LEAVE A MESSAGE OF THEIR COMPLAINT.
NET RECOMMENDS THAT IN THOSE CASES (AFTER THE RESIDENT LEAVES THE
MESSAGE), THE OPERATOR OFFERS TO PROVIDE ANOTHER TRANSFER TO THE
UNIVERSAL NET NUMBER (305) 960 - 4NET. AT THAT POINT A NET STAFF WOULD TAKE
MORE DETAILED INFORMATION AND PROVIDES FOLLOW UP WITH THE APPROPRIATE
DEPARTMENT. THE NET STAFF THEN WOULD ALSO INSURE THE APPROPRIATE
DEPARTMENT REPRESENTATIVE CALLED THE RESIDENT BACK AND THE PROBLEM
OR ISSUE WAS PROPERLY REGISTERED AND ADDRESSED.
D - CODE ENFORCEMENT INTERFACING/OCCUPYING NET OFFICES
EXTERNALLY, NET STRIVES TO BECOME THE INFORMATION, EDUCATION AND
CUSTOMER SERVICE DEPARTMENT FOR THE RESIDENTS OF THE CITY OF MIAMI.
INTERNALLY, IT SEEKS TO FACILITATE LOCALIZED EFFICIENCY STRATEGIES AMONG
ALL DEPARTMENTS RESPONSIBLE FOR MUNICIPAL SERVICES AS WELL AS WITH ALL
OTHER PUBLIC AGENCIES OPERATING AND PROVIDING SERVICES WITHIN THE CITY.

ONE OF THE GREATEST CHALLENGES FACED BY NET IS THE LACK OF INFORMATION
BY THE RESIDENTS OF THE CITY CONCERNING HOW GOVERNMENT OPERATES.
REGARDLESS OF WHICH OF THE [VERY DIFFERENT] DEMOGRAPHICS AMONG NET
AREAS, NET STAFF SPENDS SIGNIFICANT TIME DISSECTING WHO I5 RESPONSIBLE
FOR WHAT AND HOW IT IS OBTAINED. THE FACT THAT THERE IS ALSO OVERLAPPING
FUNCTIONS AND JURISDICTIONS WITHIN MUNICIPAL, COUNTY AND STATE ENTITIES,
IN A RELATIVELY SMALL GEOGRAPHIC AREA, MAKES THE TASK DAUNTING AT BEST,
1N ITS EXTERNAL ROLE TO PROVIDE INFORMATION, EDUCATION AND CUSTOMER
SERVICE TO RESIDENTS AND MERCHANTS, NET BENEFITS MOST BY MAINTAINING A
HELPFUL, NON -PUNITIVE IMAGE THAT ENCOMPASS THE TOTALITY OF ALL SERVICES
BEING OFFERED BY THE CITY AND OTHER ENTITIES. HERE ARE SOME EXAMPLES.
AS IT RELATES TO DEPARTMENT OF CODE ENFORCEMENT
NET STAFF WILL INTENSIFY THE PROVISION OF INFORMATION TO RESIDENTS AND
BUSINESS OPERATORS OF THEIR RESPONSIBILITIES TO UPHOLD CITY CODES,
PARTICULARLY AROUND THE ISSUES OF PRIVATE PROPERTY AND PUBLIC RIGHT OF
WAY MAINTENANCE. STAFF HAS ALREADY IDENTIFIED "HOT SPOTS" IN EACH OF THE
NET AREAS AND HAS BEGUN A PUBLIC EDUCATION CAMPAIGN AS TO WHAT ARE THE
ELEMENTS CODE ENFORCEMENT INSPECTORS WILL CITE.
AS IT RELATES TO DEPARTMENT OF SOLID WASTE
NET STAFF STRIVES TO CLARIFY CONFUSION OF WHETHER THE SOLID WASTE
DEPARTMENT OR A PRIVATE HAULER IS RESPONSIBLE FOR GARBAGE/TRASH
REMOVAL AT SPECIFIC SITES. IT ALSO ADMONISHES RENTAL PROPERTY OWNERS
OR THEIR MANAGERS FOR THE IMPROPER MAINTENANCE OF GARBAGE
CONTAINERS, PARKING AREAS AND OVERALL SURROUNDING PUBLIC RIGHT OF
WAYS.
AS IT RELATES TO THE BUILDING DEPARTMENT
THROUGH ITS ATTENDANCE TO HOMEOWNERS ASSOCIATIONS MEETINGS, NET
STAFF EMPHASIZE THE IMPORTANCE OF OBTAINING THE APPROPRIATE BUILDING
PERMITS AND TO CONDUCT DUE DILIGENCE IN THE SELECTION OF CONTRACTORS
TO PERFORM THE WORK. NET ALSO PROVIDES THE VEHICLE OF COMMUNICATION
BETWEEN DEVELOPERS/CONTRACTORS AND THE SURROUNDING RESIDENTS.
AS IT RELATES TO THE DEPARTMENT OF COMMUNITY DEVELOPMENT
ACCORDING TO THE SPECIFIC NEEDS OF A NET AREA, STAFF WILL DEPLOY ITSELF
TO FACILITATE POSSIBLE SERVICES TO ITS RESIDENTS OR MERCHANTS. WHETHER
IT IS PARTICIPATION ON THE COMMERCIAL FAQADE PROGRAM OR LOW INCOME
ELDERLY HOMEOWNER ASSISTANCE, NET STAFF SERVES AS THE IMPARTIAL
INSTRUMENT TO IDENTIFY AND REACH WHERE THE NEED EXISTS. CD ALSO RELIES
HEAVILY ON NET TO OBTAIN NEEDED PARTICIPATION OF RESIDENTS DURING ITS
REQUIRED YEARLY PUBLIC HEARINGS.

AS IT RELATES TO THE DEPARTMENT OF ECONOMIC DEVELOPMENT
FOR THE PAST YEAR, NET HAS BEEN RESPONSIBLE FOR THE MOST SUCCESSFUL
EMPLOYMENT CAMPAIGN CONDUCTED TO DATE. HUNDREDS OF JOBS HAVE BEEN
FUNNELED THROUGH THE NET OFFICES TO CITY RESIDENTS STARTING WITH A HALF
MILLION DOLLAR GRANT FOR HURRICANE RELIEF WORKERS PROVIDED THROUGH
THE SOUTH FLORIDA WORKFORCE. LIKEWISE THOUSANDS OF DOLLARS HAVE BEEN
RECOVERED BY CITY RESIDENTS FROM FREE INCOME TAX SERVICES PROVIDED AT
EACH OF THE NET OFFICES ENGAGED IN THE ACCESS PROGRAM.
AS IT RELATES TO THE PLANNING DEPARTMENT
IN ITS ROLE OF INFORMATION AN❑ EDUCATION FOR THE CITY, NET HAD A
LEADERSHIP PARTICIPATION IN THE PROVISION OF INFORMATION AND HELPING TO
ORGANIZE THE NEIGHBORHOOD MEETINGS FOR MIAMI 21. LIKEWISE NET OFFICES
ARE READYING FOR THE NEXT ROUND OF PUBLIC INPUT MEETINGS IN ORDER TO
ATTAIN COMPLIANCE WITH THE EAR PROCESS.
AS IT RELATES TO THE POLICE DEPARTMENT
NET STAFF SERVES THE ROLE OF ASSISTING THE NEIGHBORHOOD RESOURCE
OFFICER'S RESPONSIBILITIES TO ADDRESS CRIMINAL BEHAVIOR IN THEIR AREA.
PARTICULARLY IN THOSE COMMUNITIES WHERE THE POLICE DEPARTMENT IS NOT
ALWAYS SEEN POSITIVELY, IT IS NET STAFF THAT CONVEYS THE IMPORTANCE OF
PROPER CITIZENSHIP BEHAVIOR AND FACILITATES COMMUNITY INVOLVEMENT.
AS IT RELATES TO OTHER GOVERNMENT ENTITIES
FROM DAILY INFORMATION ON THE PROGRESS OF FOOT'S PROJECT AT BISCAYNE
BOULEVARD TO THE SEVERAL OPPORTUNITIES COORDINATED TO SEAL POLICE
RECORDS PROVIDED FROM TIME TO TIME BY THE STATE ATTORNEY AND PUBLIC
DEFENDER OFFICES IN OVERTOWN, TO WORKING CLOSELY WITH THE CONTINUUM
OF CARE TO ADDRESS HOMELESSNESS IN OUR STREETS, THE NET DEPARTMENT
SEEKS TO SERVE THE RESIDENTS OF THE CITY OF MIAMI AS FULLY AS POSSIBLE.
CONCLUSION
IT IS CLEAR THAT WHILE A GREAT DEAL IS BEING ACCOMPLISHED, THERE IS STILL
MUCH TO BE DONE, PRIMARILY IN PROMOTING THE AVAILABILITY OF ALL OF THESE
SERVICES FROM THE NET OFFICES. STAFF IS COMMITTED TO DEDICATE THE
NECESSARY AMOUNT OF TIME AND ENERGY TO PROMOTE INCREASED SERVICES.
