City Manager DATE : SUBJECT : REFERENCES: ENCLOSURES: April 30, 2007 FILE : Annual Reports/Presentations for Boards and Committees Pursuant to City Code Sec. 2-890. Annual report for City boards and committees, each board chairperson shall submit a report approved by the board, to the City Manager setting forth the following information concerning the board: 1) Whether the board is serving the purpose for which it was created. 2) Whether the board is serving current community needs. 3) A list of the board's major accomplishments. 4) Whether there is any other board, either public or private, which would better serve the function of the board. 5) Whether the ordinance creating the board should be amended to better enable the board to serve the purpose for which it was created. 6) Whether the board's membership requirements should be modified. 7) The cost, both direct and indirect, of maintaining the board. Furthermore, Code Sec. 2-892 stipulates that chairpersons of the boards shall make oral presentations based on the report set forth in Sec. 2-890 above to the city commission during the month of March. The following boards will be making their oral presentations during the May 10 City Commission meeting: 1. Civil Service Board 2. Parks Advisory Board 3. Mayor's International Council 4. Little Havana Homeownership Advisory Board As of the date of his report we are in receipt of all written versions of the oral presentations. With regard to the remaining board reports, we have not yet received the annual report of the Miami Sports and Exhibition Authority (MSEA). MSEA has not yet convened an official meeting to have its annual report approved. Once the meeting has been held we expect to receive the report. As part of our overall analysis of the remaining annual reports, it has come to our attention that the Parks Advisory Board and the Nuisance Abatement Board have not met consistently due to lack of quorum. It is our recommendation that the Commission appoint new board members to replace existing vacancies. Copies of all board reports are on file in the Office of the City Clerk PH: bb
