Subject: Resolution to approve Amendment No. 1, to increase authorized expenditure limit by
$200,000 to continue utilizing Nova Consulting, Inc., one of several Construction Engineering
Observations service firms utilized for capital projects.
Purpose of Item:
To authorize the City Manager to execute Amendment No. 1, to increase the Professional Services
Agreement with Nova Consulting, Inc.,by $200,000 for a total contract amount not to exceed
$950,000, for Construction Engineering Observation Services on a continuing basis citywide for
capital projects as needed.

Background Information:
Pursuant to RFQ. No. 03-04-131 (Resolution No. 04-0792), on January 4, 2005, the City executed a
Professional Services Agreement (CIP Contract No. K04-01085H) with Nova Consulting, Inc., for
the provision of Construction Engineering Observation Services on a continuing basis for
miscellaneous horizontal projects, in an amount not to exceed $750,000. To date, the Capital
Improvements and Transportation Department has issued four (4) work order authorizations
totaling $749,999. The remaining contract balance of $1.00 is not sufficient to cover the remainder
of the anticipated cost to complete the current projects and ongoing work assignments; therefore it is
necessary to increase the contract amount by $200,000 from $750,000 to an amount not to exceed
$950,000. Funding is available for current projects from the Flagami/West End Storm Sewer Pump
Stations Project (B-50696) and for ongoing projects from the appropriate capital improvement
project as needed.
