Walker Building, 46 West Flagler Street January 31, 2007 We were requested to review the possibility of converting the land currently occupied by the Paul S. Walker Building located at 46 West Flagler Street into a downtown pocket park. During the course of our review we also identified other areas within the immediate vicinity that could serve a similar purpose. The following is a result of our review and associated estimated costs: ■ Costs for the demolition of the two story building, hauling and dumping fees, and asbestos/lead surveys are estimated at approximately $50,000.00 Additional demolition costs may be incurred given that the building walls are adjacent to neighboring structures. Measures will be needed to protect these from damage during demolition and possible waterproofing after demolition is completed. These costs are not known at this time but can be estimated between $10K and $15K. • Clearing and grubbing of the site, sodding, hardscape elements, brick pavers or stamped colored concrete. lighting and utility connections (i.e. electrical and water and sewer) are estimated between $200,000 and $275,000 depending on design and level of finishes. Therefore, the total cost to convert the building into a pocket park is estimated between $260,000 and $315.000, This cost does not include soft costs such as design, permitting and concealed conditions such as asbestos and lead. A sewer cap fee is also expected, but will be minimal. As possible alternatives, we reviewed the two properties below: The Robert Clark Park is located on the north side of the Miami Dade County Court House and has a side street to the east that could be closed and converted into a park sitting area. (see attached aerial and ground photos depicting this area). The area is currently cordoned by chain and not utilized by the public. The following recommendations are noted. • Install decorative bollards to prevent vehicular traffic and create a safe environment for pedestrians; • Remove existing asphalt and replace with brick pavers or stamped colored concrete; • Install hardscape elements to fit the site (I.e. tables. benches, bike racks, trash receptacles, etc.); and, • Pressure clean the existing sidewalks around the park. A construction budget of $200K to $275K - plus soft costs - should be able complete the work. Seven (7) parking spaces will be lost with this scenario. Costs due to lost revenues to the MPA are not factored into the anticipated budget. The County Property located just west of the Miami Dade County Court House along NW 151 Avenue and Flagler Street was also reviewed. The property currently has an aluminum art piece within a grassy area (see photo). The area is currently cordoned by chain and not utilized by the public. Estimated costs for conversion should be similar to that of Robert Clark Park noted above. Several options do exist in this area for potential conversion. Obviously, properties without demolition and associated costs appear to be best suited for an economical quick turn -around. Pease let us know if you require additional information. WALKER PARK 46 West Hagler Street ■ City entered into lease with First National Bank of Miami, as Trustee for Miami City Employees' Retirement System & Plan. to Lease the building on Jude 6. 1957 for 20 years • Lease further provided right for City to acquire title to property • In 1973, there was correspondence from. W.R. Bailee. Director of Finance, indicating the building was in dilapidated condition and should 'be razed. • The memorandum further states, "It has been proposed that the land be used as a mini -park, among other uses; however, it would appear that a park purpose would be rather unsuitable as buildings surrounding the property would prevent free circulation of air, and during the summer months in particular, the heat would possibly become unbearable. Due to the small size of the land area, it does not appear that the property could be used for a municipal purpose which would be worthwhile to the City." • Notwithstanding the above, the CC later adopted Resolution 73-641 to purchase property in the amount of S45,719.3 3 utilizing the 1973 Parks and Recreational General .Bond funds • CC adopted Resolution 73-785 to purchase add'I K inch strip which is immediately adjacent to 46 `fir Hagler for S3,000 utilizing 1973 Parks & Recreational General Bond funds ■ CC adopted Resolution 76-21 naming the mini -park as Paul S. Waller Park. Per the resolution, Paul Walker had labored for many years in the field of civic endeavor and the City benefited from his efforts. Resolution is not very legible and references specific recognition for Paul \\ alker's contributions and foresight in the creation of the river walkways. In April, 2006. the City Commission discussed allocating net proceeds from the sale of properties less than 7500 SF 50/50 between the affordable housing trust fund and the park trust fund. At that time, the final decision ended up applying only to the transaction being discussed (Sale of property at 1.23 SW N River I.):r to 121 River Dr Assoc for $30014 We would like to ask that the Commission determine if they wish to apply that same methodology at this time or otherwise allocate the proceeds differently.
