costs of building, owning and maintaining residential and commercial properties, due to unchecked
increases in insurance premiums and construction costs; and

costs have made it impossible for a great number of elderly individuals and families of low and
moderate income to own and maintain their homes and businesses; and
WHEREAS, although the current State Constitutional provisions limit increases in annual
assessments on homestead property to no more than three (3%) per cent of the assessment for the
prior year, there are no such provisions for any other form of ownership, nor are there provisions
relating to sales, transfers or inheritance of property, which involve tax considerations that can
effectively inhibit the free alienation of residential and non-residential property throughout the State;

have been implemented in other states, including California and Massachusetts, and have not had any
negative impact on the total per capita revenues and expenditures realized after the implementation of
such limits; and
WHEREAS, the City Commission believes it to be in the best interest of the citizens of Miami,
Miami -Dade County and the State of Florida to have a constitutional safeguard against unchecked and

property owners of property throughout the State;
