The Mayor's International Council was created to (1) plan and implement the City's
International Trade promotion policies for the purposes of stimulating commercial and residential
development and expanding the City's tax base through the promotion of foreign trade and local
investment in accordance with the bylaws adopted by the Council; (2) serve in an advisory
capacity for the City of Miami Sister Cities Program to plan, implement, and oversee the City's
international, professional, and technical educational and cultural exchanges, promotion and
policies to create and stimulate friendly and meaningful relationships; and (3) coordinate protocol
requirements for national and international events and dignitaries pursuant to the standard and
practices adopted by the Council.
The following residency waivers for recent appointments to the Council are required at this time:
• Mayor Manuel Diaz' appointment that requires residency waiver:
1 Guy Rudolph Moise, MD, JD., appointed July 13, 2006 and who requires a 4/5ths
waiver of the residency requirement, per Section 2-884(a) of the City Code.
2. Steven I. Bandel, appointed on July 13, 2006 and who requires a 4/5ths waiver of the
residency requirement, per Section 2-884(a) of the City Code.
• Commissioner -at -Large appointments who require residency waivers
1. Maria Dreyfus-Ulvert, appointed on July 13, 2006 and who requires a 4/5ths waiver of
the residency requirement, per Section 2-884(a) of the City Code.
For your convenience, we are including a copy of the current membership list of the council. By
copy of this memorandum, we are requesting that the Agenda Office place this issue on the
November 9, 2006 Commission agenda.
