Director Public Works Department DATE: May 17, 2005 2005 Kul' 2E: PM 2 (3O FIL SUBJECT : Large Scale Development Review - Nirvana REFERENCES: ENCLOSURES: I have reviewed the Large Scale Development plans for the Nirvana located at N.E. 63 Street and Biscayne and have the following cbmments. 1. The zoned base building line of Biscayne Boulevard is located 45 feet east of the centerline of Biscayne Boulevard (please see the applicants survey). The proposed Biscayne Boulevard building encroaches beyond the base building line along Biscayne Boulevard and encroaches into the required 25 foot corner radiuses at the intersection with N.E. 63 Street and N.E. 64 Street. This encroachment is not permitted by the City Code. Please be aware that the City's Zoning Ordinance requires that the setbacks, 10 feet at this location, be measured from the base building line. This requirement will significantly impact the location of the Biscayne Boulevard building on the site. 2. The proposed Biscayne Boulevard building encroaches into the 25 foot by 25 foot corner visibility triangles at the N.E. 63 Street and N.E. 64 Street intersections. These visual obstructions are not permitted by the Zoning Ordinance. 3. All transitions from the established street profile grade to the building flood elevation must be accomplished on private property. Stairs, ramps, retaining walls, etc. will not be permitted in the public right of way. 4. All stormwater must be retained on site including the driveways and plazas on private property adjacent to the public streets. All plazas and driveways must be graded or trench drains provided to prevent "sheet flow" from entering the right of way. If deep drainage wells are selected for stormwater disposal, they must be located on -site in an open area to accommodate future maintenance access. 5. An agreement between the City of Miami and the property owner is required for any landscaping and decorative sidewalk treatment located in the public right of way. A Florida Depai intent of Transportation permit is required on Biscayne Boulevard. Ana Gelabert-Sanchez Director Planning Department Page 2 May 17, 2005 6. Public Works policy requires that no closures of vehicular travel lanes will be permitted during the course of construction unless a temporary replacement lane, approved by the Public Works Department, is constructed and maintained by the Contractor throughout the duration of the lane closure. A maintenance of traffic plan is required for any temporary right of way closure request. 7. In order to mitigate traffic congestion and problems associated with unregulated parking throughout the neighborhood, the Contractor/ Developer shall be required to provide approved, designated off -site parking for workers and oa shuttle service to the work site. The parking/shuttle plan shall be coordinated with the local City of Miami NET Service Center. In addition to these comments, the Public Works Department will require the following street improvements: Replace all broken and damaged sidewalk, curb and gutter on both sides of the roads the entire lengths of the blocks. Pavement restoration for all water and sewer extensions, existing damaged pavement and pavement damaged during construction, as determined by the City inspector, shall include milling and resurfacing of the full pavement width, curb to curb, along the entire length of the excavation and/ or damaged pavement area. A thorough cleaning of all stormwater drainage inlets and storm sewer pipes adjacent to the building site shall be required at the completion of the project. Biscayne Boulevard - Coordinate the improvements on private property with the Florida Department of Transportation Biscayne Boulevard Reconstruction Project, Federal I.D. #250224-1-52-01. N.E. 63 Street - Replace all broken and damaged sidewalk, curb and gutter on both sides of the road the entire length of the block. Mill and resurface the entire width, curb to curb, between Biscayne Boulevard and the dead end. N.E. 64 Street - Replace all broken and damaged sidewalk, curb and gutter on both sides of the road the entire length of the block.
