C.:.Z Date: August 9, 2004 Subject: Nirvana Phase II Mixed -Use Development MUSP Traffic Impact Analysis Methodology The purpose of this memorandum is to summarize the MUSP traffic impact analysis methodology as agreed to during the August 6`'' meeting. The following items were discussed: Trip Generation Trip generation calculations will be perfoi fined using ITE Trip Generation, 7th Edition and the ITE Trip Generation Handbook. The net increase in site traffic will be determined by comparing the existing land uses to the proposed land use. Internal capture between the residential land uses and retail land uses will be accounted for. Pass -by capture for the retail land use will also be included. Trip Distribution Trip distribution will be determined using the cardinal distribution from the appropriate Traffic Analysis Zone (TAZ). According to Miami -Dade County's TAZ Map, the project is located in TAZ 379. Committed Development The City of Miami will be contacted to obtain the August edition of the Large Scale Development Report. Projects currently under construction or approved will be included. Projects in the application stage who have submitted a traffic study will also be included. It would also be noted that Phase I of the project is currently under construction. Mr. Rajendran Shanrnugam, P.E., August 9. 2004, Pg. 2 Study Area The study area for this project was defined as a one mile (+/-) radius from the project. Within that radius, seven (7) intersections were identified for analysis: • NE 7lst Street at Biscayne Boulevard (Signalized) • NE 64th Street at Biscayne Boulevard (Signalized) • NE 63rd Street at Biscayne Boulevard (Unsignalized) • NE 62nd Street at Biscayne Boulevard (Signalized) • NE 61st Street at Biscayne Boulevard (Signalized) • NE 54th Street at Biscayne Boulevard (Signalized) • NE 2nd Avenue at NE 61 st / NE 62nd Street (Signalized) The following corridors were identified for analysis: • Biscayne Boulevard • NE 2nd Avenue • NE 62nd Street/NE 61sL Street Data Collection PM peak hour turning movement counts will be conducted at all identified study intersections. 24-hour machine counts will be conducted on NE 2nd Avenue and NE 62nd Street / NE 61 St Street. Existing FDOT traffic count information will be utilized to examine the Biscayne Boulevard corridor. All traffic counts will be adjusted to reflect peak season conditions using the appropriate FDOT adjustment factors. Capacity Analysis Capacity analyses will be conducted for the PM peak hour at all identified intersections and corridors. Intersection analyses will be performed using the Highway Capacity Manual (HCM) methodology. Corridor analyses will be conducted using infoiniation from the Miami DRI-TI (i.e. person -trip capacity) and the FDOT Quality/LOS Handbook. In addition, all project driveways will be addressed in this analysis with respect to access (controlled/uncontrolled) and queuing. Site parking information will also be provided in the report. Documentation The results of the analysis will be summarized in a report. The report shall include all necessary supporting documents including signal timings, lane geometry, and software output sheets. Please be adviced that the approach was found to be satisfactory except one single issue. Please consult the latest TIP to include all the roadway improvements located within the study boundary. Following is my comments: I. Instead of analyzing NE 61/62 Street corridor, the report must include the analysis of another parallel east -west corridor, located within the study boundary and would have a significant impact from the proposed project in the build -out year. It could be either NE 54th Street or NE 71st Street or any other major east -west roadway near to the project. 2. If NE 2nd Avenue/NE 61/62 Street intersection happens to be one of the four legs of the project site location then please include the analysis of the intersection even though the exisitng count data might not reflect the correct condition. FYI, I have checked the methodology letter for this perticular project to find out the exact location of the proposed project. But the letter does not specify the exact location of the project. We are in the process of preparing the traffic impact analysis for Nirvana Phase II. However, we had encountered difficulties related to collecting data on NE 61st/62nd Street. A portion of NE 61st Street west of NE 2nd Avenue is under construction and closed to traffic. This closure has a significant effect on the volumes for the IItudy intersection at NE 2nd Avenue and NE 61st/62nd Street as well as he corridor analysis for NE 61st/62nd Street. We request that this study intersection and corridor be eliminated from the study area for reasons beyond our control. Trip generation 1 calculations indicate that this project will only generate 276 vehicular trips during the P.M. peak hour. Miami-Pade's cardinal distribution has indicated that only 17 percent of that new traffic will be assigned to the subject corridor. This equates to 47 trips. It is our opinion that 4111 removing this corridor/intersection from the study area is reasonable considering the limited impact this project is expected to have on this corridor/intersection. It was difficult to get the latest information. As you will see the numbers have changed yet again. The attached zoning analysis provides the number of units. Here is a brief summary. Original Approval (Nirvana Phase I): 375 units (245 + 130) The majority of these units are being refurbished and were vacant at the time of traffic data collection. 68 of these units were occupied at the time of the traffic data collection. The traffic study assumed that 426 units were originally approved. The study will need to be revised accordingly. Proposed Development (Nirvana Phase II): 149 units (43+106) The study assumed 154 units would be constructed under the proposed development. This will need to be revised in the study. Additionally, 32 units will be demolished as part of this construction. Please note that these 32 units are separate from the 375 units approved under Nirvana Phase I. Therefore, credit for these units still is appropriate. As a result, the study you are reviewing is very conservative as it accounts for more units than proposed.
