A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING AN INCREASE TO THE PROFESSIONAL SERVICES
AGREEMENT DATED OCTOBER 20, 2004, WITH GANNETT FLEMING INC.,
PURSUANT TO REQUEST FOR QUALIFICATIONS NO. 03-04-087, FOR THE
PROVISION OF TRANSPORTATION AND TRANSIT PROFESSIONAL SERVICES
ON A CONTINUING BASIS FOR MISCELLANEOUS PROJECTS, IN AN AMOUNT
NOT TO EXCEED $200,000, INCREASING THE CONTRACT FROM $2,300,000
TO $2,500,000; ALLOCATING FUNDS FOR SAID INCREASE, FROM VARIOUS
FUNDING SOURCES, INCLUDING THE APPROPRIATE CAPITAL
IMPROVEMENTS PROGRAM PROJECTS; AUTHORIZING THE CITY MANAGER
TO EXECUTE AMENDMENT NO. 2 TO SAID AGREEMENT, IN SUBSTANTIALLY
THE ATTACHED FORM, FOR SAID PURPOSE.
WHEREAS, the City of Miami ("City") and Gannett Fleming Inc., entered into a Professional
Services Agreement ("Agreement") on October 20, 2004, for the provision of transportation and transit
professional services on a continuing basis for miscellaneous projects pursuant to Request for
Qualification ("RFQ") No. 03-04-087 conducted in compliance with Code of the City of Miami, Florida,
as amended; and
WHEREAS, the Department of Capital Improvements and Transportation has issued 3 work order
authorizations to Gannett Fleming, Inc., totaling $1,697,782 for the following miscellaneous projects:
the Civic Center Implementation Plan -Phase 1, the Grand Avenue Extension Project Improvement,
and the Streetcar Alternative Analysis; and
WHEREAS, pursuant to Resolution No. 06-0286, adopted May 11, 2006, the City authorized an
increase to said Agreement for the provision of Transportation and Transit Professional Services on a
continuing basis for miscellaneous projects, in an amount not to exceed $2,300,000; and
WHEREAS, the current remaining contract balance of $402,218 is not sufficient to cover the costs
of new work assignments; and
WHEREAS, it is has been determined that it is in the City's best interest to increase the contract
amount to cover the anticipated costs for preparing a Basis of Design Report and Signage Master Plan
for Phase 2 of the Civic Center Implementation Plan; and
WHEREAS, due to the additional work, a contract increase in an amount not to exceed $200,000
will increase the contract from $2,300,000 to $2,500,000; and
WHEREAS, funds for the additional professional engineering services and expenses will be
allocated from various sources, including capital funds;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,

FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. An increase to the Agreement dated October 20, 2004, with Gannett Fleming Inc.,
pursuant to RFQ No. 03-04-087, for the provision of transportation and transit professional services on
a continuing basis for miscellaneous projects, in an amount not to exceed $200,000, increasing the
contract from $2,300,000 to $2,500,000, is authorized, with funds allocated from various funding
sources, including the appropriate Capital Improvements Program projects.
Section 3. The City Manager is authorized{1} to execute Amendment No. 2 to said Agreement, in
substantially the attached form, for said purpose.
Section 4. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{2}

Footnotes:
{1) The herein authorization is further subject to compliance with all requirements that may be imposed
by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code
provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
