Is the Board serving the purpose for which it was created?
The Miami Sports and Exhibition Authority (MSEA) was established in 1983, pursuant
to Florida Statute 212.057, as an independent and autonomous agency and
instrumentality of the City of Miami. MSEA was created to promote sports, conventions
and exhibitions and to strive to generate community support to achieve this purpose. It
was further given the authority to exercise any power usually possessed by private
corporations performing similar functions that are not in conflict with the Florida
constitution or law. Pursuant to that mandate, MSEA continues to serve the community
through the redirection of its portion of CDT funding for the Orange Bowl Renovation
Project, and as the landlord of the Children's Museum and the Chalk's seaplane operation
on Watson Island. It will also take the lead role in the Watson Island heliport
negotiations.
Is the Board serving current community needs?
MSEA continues to play an important, if somewhat diminished, role in the life of the
community. The auctioning of the Miami Arena and defeasance of the bonds associated
with that project, as well as the redirection of CDT dollars will provide the funds
necessary for the renovation of the Orange Bowl Stadium, a long recognized community -
wide priority. The institution continues to manage the Watson Island leases and the
ongoing negotiations at the site.
List some of the Board's major accomplishments.
MSEA accomplished much in FY 2004/2005, including entering into a new inter -local
agreement with Miami -Dade County, the completion of the sale of the Miami Arena, the
defeasance of the bonds associated with arena project, and the auction of a warehouse
and parking lot. Additionally MSEA awarded grants to many deserving organizations,
among them the Miami Hong Kong Dragon Boat Festival, Miami Book Fair
International, Miami International Film Festival, Rasin 2004/2005, Mickey's Magical
Gathering and the Miami Tropical Marathon.

Is there any other Board, either public or private, which would better serve the
function of the Board?
Pursuant to State of Florida Statute and existing inter -local agreements between MSEA
and the City of Miami and Miami -Dade County, no other Board can serve MSEA's
purpose.
Should the ordinance creating the Board be amended to better enable the Board to
serve the purpose for which it was created?
The founding ordinance for MSEA is sufficient for its current purpose.
Should the Board's membership requirements be modified?
The Board's membership requirements are sufficient to meet its current needs.
The cost both direct and indirect of maintaining the Board
The MSEA annual budget totals $240,800, sufficient to cover all direct and indirect costs
of the organization.
