Dear Ms. Thompson:
I am in receipt of your April 21, 2005 letter requesting cost estimates for a City of Miami
election.

On November 4, 2003, elections were held by the City of Miami and four (4) smaller
municipalities. The cost of the City of Miami election was $261,274 excluding early voting
costs. Some of the costs associated with this election were :"shared" between the City of
Miami and the four municipalities holding elections on that day. The "shared" costs allocated
to each city/municipality were calculated by the number of polling places and the .number of
registered voters in each municipality. We anticipate your cost for the November 2005
election would be similar to the November 2003 election based on the same number of the
municipalities that could potentially hold elections on the same day.
As requested, attached for your review is a cost estimate by line item charges for a City of
Miami stand alone election. The cost estimate for a stand alone election for the City of Miami
is $289,325. A stand alone election is one in which only one municipality is holding an election
on a given day. All the direct costs for a stand alone election are charged to one municipality.
The estimated cost for a run-off election is slightly less than those of a special election for
reasons including the absence of pollworker training cost and lower in-house salary expense
for pollworker recruitment.
For your future reference, if the City of Miami held an election on the same day as a county..
wide election, the cost to the municipality would be limited to the cost of ballot creation and
tabulation ($1,100), additional advertisement (if any), and ballot translation charges.
I trust that this information will assist the City of Miami Mayor and Commissioners in
determining the feasibility of changing the date of the City of Miami's General Election frorn
November 8, 2005 to November 1, 2005. Should you have any questions or need further
