A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S)
, AUTHORIZING THE CITY MANAGER TO EXECUTE A MEMORANDUM OF
AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM, WITH MIAMI-DADE
COUNTY, FOR THE PURPOSE OF SETTING FORTH THE PARTIES'
RESPONSIBILITIES IN CONNECTION WITH THE DEVELOPMENT AND
SUPPORT OF THE URBAN AREAS SECURITY INITIATIVE ("UASI") III PROJECT
ADMINISTERED BY THE CITY OF MIAMI'S DEPARTMENT OF FIRE -RESCUE, AS
AN UASI SPONSORING AGENCY; CONTINGENT UPON FUNDING OF SAID
PROJECT BEING SECURED IN THE FORM OF GRANTS FROM THE UNITED
STATES DEPARTMENT OF HOMELAND SECURITY'S OFFICE FOR DOMESTIC
PREPAREDNESS THROUGH THE STATE OF FLORIDA DIVISION OF
EMERGENCY MANAGEMENT.
WHEREAS, the United States Department of Homeland Security's Office for Domestic
Preparedness ("ODP"), through the State of Florida Division of Emergency Management ("DEM"), has
provided an Urban Areas Security Initiative III ("UASI III") grant ("Project Grant") to the City of Miami
("City") and its contiguous counties, Miami -Dade and Broward Counties in the amount of $19,033,677,
for Fiscal Year 2004; and
WHEREAS, Resolution No. 04-0723, adopted November 18, 2004, authorized the City Manager to
execute the documents necessary to accept the UASI III Project Grant, be the sponsoring agency for
the Miami urban area, appropriate funds for the operation of same and authorized the expenditure of
funds to various governmental agencies designed for homeland security expenses pursuant to the
UASI III Project Grant guidelines; and
WHEREAS, in accordance with the UASI ill Project Grant, the attached Memorandum of
Agreement ("Agreement") with Miami -Dade County will provide the necessary guidelines to coordinate
the UASI III Project between Miami -Dade County and Broward County to enhance the City and its
surrounding jurisdictions' ability to respond to terrorist threats or acts and will permit the City to
reimburse Miami -Dade County for its expenditures that are compliant with said Project;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized{1} to execute an Agreement, in substantially the
attached form, with Miami -Dade County, for the purpose of setting forth the parties' responsibilities in
connection with the development and support of the UASI III Project administered by the City of
Miami's Department of Fire -Rescue, an UASI sponsoring agency, contingent upon funding of said
project being secured in the form of grants from the ODP through the DEM.

Section 3. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{2}

Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter
and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
