Winton City Hall 3500 Pan American Drive Miami, FL 33133 Dear Commissioner Winton: We, the group of Biscayne 21 residents, who went to City Hall last Thursday would like to thank you for hearing our concerns and deferring decisions about the land use and zoning variances applied for on behalf of Royal Palm Communities. Based on your statements, we think you would prefer to approve the land use variance allowing them "Restricted Commercial" and to make our community more dynamic in terms of more local businesses. This would be fine with us. You also expressed your concerns about allowing them to pay a bonus to increase FAR density and allow them the zoning variance necessary to build the project proposed to the City in December 2004. You did not seem to have time to address the issue of the alleyway that Ms. Hernandez -Acosta had expressed concern about on January 10, 2005 in the Zoning Board hearing. We would welcome an opportunity to speak with you or a representative of your staff in the near future at our home at Biscayne 21. We know that development and many new hi -rise condos are well on their way and as you said, "the horse is out of the barn." We are all for progress, but we are just concerned about negative impacts on our quality of life in Edgewater. We are grateful to the many positive developments that have taken place in recent years, such as renovations of Margaret Pace Park, opening of North Bayshore Dr from NE 20th Terr to NE 20th St, and of course the eventual grand opening of our Performing Arts Center. We are enclosing about 70 petitions that were signed by many residents in the 36 hours prior to the meeting. Most of these residents wanted to attend but could not due to work obligations. Many others did not yet sign the petition, but have now indicated willingness to do so. Our intention last Thursday was for one of us to conclude by reading this statement and give the copies to the City Clerk for the record, but we did not have time to do so. In conclusion, we thank you for all you have done for our community, and we support you and the Commission with all of these positive improvements to our area, and appreciate your hearing our voices last Thursday at City Hall. We oppose this zoning variance and ultimate approval of the existing December 2004 MUSP application, which would authorize construction of the "Paramount at Edgewater Square". We oppose a 46-story tower adjacent to our property. We prefer a more modest development that is lower in height. We prefer a project that more adequately addresses its own residents' parking needs. We are concerned about future neighbors' intentions to manipulate sidewalk and waterfront restoration. We are concerned about general traffic flows, street parking, construction noise and pollution and sidewalk and street closures. We are worried about infrastructure for basic services such as sewage and waste removal, electricity and water supplies. We worry about negative impacts on our environment, and hurricane preparedness during construction. We are concerned for the loss of our own views of sunsets visible over Greater Miami and the subsequent shadow that would result from a 46-story skyscraper. I regret that I cannot address you folks personally today; for the same reason I have not been able to voice my opinion in past hearing meetings, my work demands preclude me from appearing before you. Again, my apologies! In the past however, I have been able to attend several Edgewater neighborhood meetings, some headed by our own distinguished Commissioner Johnny Winton, where it appeared that sincere opinions and dialog was sought pertaining to our community in Edgewater. Time and time again we voiced our disdain for the encroachment of sky -scraper monoliths that you folks might call 'high - density' residential living, especially at the water's edge. Our building and many others in the immediate area are low to mid -rise buildings and are not in line with this type of proposed skyline. We are not Manhattan NY and we do not want to become one. The bottom line is that hundreds of families in our area could be negatively affected for many years by the decisions that you folks make here in these chambers. It is terribly unreasonable and downright insulting for you to allow a 46-story building to be erected less than 100 yards from our modest 14-story Condominium. The dramatic difference in height and mass will scar our tranquil area forever, not to mention the parking nightmares that have already begun to plague our area because of some recently finished projects nearby. And in less than a half mile to the south of us on Bayshore Drive you already have the massive projects of the Quantum & the 1800 Club underway. I am also not aware that any significant traffic -flow studies have been compiled or published to date. On top of that, I am also not aware of any guarantees by the City or anyone else that our provided utilities of Water & Sewer, Electric, and Emergency Fire Lines will not be negatively impacted by such an enormous project on our corner in addition to the Quantum & the 1800 Club. Please do not allow this project to continue as it currently stands and most certainly please do not permit any higher density zoning to change the dynamic of our immediate neighborhood and make us to suffer forever. The Cite project was a nice addition to our neighborhood because it blends in with the dynamics of it; the Paramount project will not! Please STOP, LOOK, & LISTEN to your Design Review and Planning Advisory Boards. After all, your own appointed Pre -Application Design Review Committee for Urban Design and Land Development was strongly against the current plans of the Paramount project as presented (and approved) this past December.
