Subject: Designation of City -owned property located at 779 NW 57th Street, Miami, Florida to Progressive Vision Community Development Corporation, a Florida not -for -profit Corporation. 2. Purpose of item: Declaring surplus a City -owned parcel located at 779 NW 57th Street, Miami, Florida and conveying same to Progressive Vision Community Development Corporation, Inc., a Florida not -for -profit corporation to undertake the development of four (4) new condominium units, affordable to very low, low and/or moderate -income families and/or individuals. This item further authorizes the City Manager to execute a Purchase and Sale Agreement, in a form acceptable to the City Attorney, and to consummate such transaction in accordance with the terms and conditions of the Agreement, which terms may be amended by the City Manager as may be necessary in order to effect such sale in an expeditious manner. 3. History of item: On October 20, 2004, Progressive Vision Community Development Corporation, Inc., a not -for -profit corporation, f"Purchaser/Developer") requested that the City donate a vacant City -owned parcel located at 779 NW 57th Street, Miami, Florida in the Model City area. Purchaser agrees to provide (4) condominium units to be occupied by individuals and/or families within the economic affordability range of very low, low and/or moderate income families and/or individuals, based on criteria established by federal and/or state law. The donation of land would allow Purchaser to proffer any savings in total cost of the residence to the homebuyer because the land is acquired without cost. Currently the property sits vacant, represents a maintenance cost and liability to the City, and does not generate ad valorem taxes. Section 29B of the City of Miami Charter exempts affordable housing developments from the competitive bidding requirements. In an effort to promote the development of new affordable housing in the City, the Administration recommends the conveyance of the Property to Purchaser, subject to the following conditions precedent to the conveyance of the Property: Worksheet for Agenda Item November 18, 2004 Page Two a.) Purchaser shall furnish to the City evidence that it has the funds necessary to construct the improvements; b.) Purchaser shall furnish evidence that it has secured buyers for the improved Property who satisfy the applicable affordable housing requirements; c.) Purchaser shall submit a copy of the construction contracts for the construction; and d.) Purchaser shall furnish evidence that it is ready to commence construction within twelve (12) months from the date of closing and to complete construction of the improvements within twenty-four (24) months of commencement. 4. Does this item correlate with the CIP plan or Strategic Plan? If so, how? There is a severe shortage of housing within the affordability range of families and individuals of very low, low and moderate -income within the City of Miami. The partnership of the public and private sector is necessary to foster the development of housing affordable to very low, low and moderate -income families and individuals within the City. This item correlates with the Strategic objective by providing affordable housing thereby revitalizing this target area and reducing poverty. 5. Does this item have any effect on residents within the City of Miami? If so, how? If approved, this item will facilitate the land assembly needed to provide affordable housing in the Model City area, 6. Will this item impact any specific District? If so, which one? District 5 7. Does this item have any fiscal impact? (please provide dollar amount) There is no financial impact to the City's General Fund. There is be a positive impact to the City's General Fund whereby once completed, the project will generate ad valorem taxes. Approved by: Director(s and / Chief / Manager
