RECOMMENDATION:
During its meeting of September 9, 2004, the City Commission passed a motion requiring
that the Civilian Investigative Panel (CIP) provide the Commission with monthly,
detailed progress reports at every second Commission meeting for the next six months
and quarterly thereafter, on administration, personnel and budget issues. It is therefore
respectfully requested that the City Commission hear and accept the Report to be
presented by the Panel on October 28, 2004.
BACKGROUND:
The Civilian Investigative Panel (CIP), in an attempt to become fully staffed and
operational has encountered numerous obstacles and inherent indifference in dealing with
City Administration. Towards that end, meetings were held with the Mayor,
Commissioners, City Manager and various City Administrators to resolve the issues and
avoid further undue delays.
On June 24, 2004, the CIP sought the assistance of the Mayor and City Commission to
resolve and expedite the issues adversely impacting the forward motion of the CIP.
Commissioners pledged their support as well as provided guidance towards a more
progressive CIP.
During discussion at the Budget Hearing of September 9, 2004, the Commission passed a
motion requiring the CIP to provide to the Commission, monthly, detailed progress
reports at every second Commission meeting for the next six months and quarterly
thereafter on administration, personnel and budget issues.
Mr. Larry Handfield, CIP Chairperson will present the report on behalf of the Panel.
