RECOMMENDATION
It is respectfully recommended that the City Commission adopt the attached Resolution
authorizing the City Manager to execute Amendment No. 3, in a form acceptable to the City
Attorney, and approving the extension in the Terremark of Dinner Key, Inc. ("Terramark")
contract, on a month -to -month basis, not to be extended beyond September 30, 2005, for
Terramark to provide concession services to the Coconut Grove Expo Center. This extension will
provide essential services that will continue to bring in revenue for the City of Miami for this
additional contract period.
BACKGROUND
On September 25, 1979, the City of Miami entered into an Agreement with Terremark of Dinner
Key, Inc for the operation of a restaurant and concession stands at the Coconut Grove Convention
Center. The said Agreement No. 1 was revised and amended pursuant to Resolution No. 86-772,
adopted on November 26, 1986 and again amended pursuant to Resolution 89-812, adopted on
September 14, 1989, amending provisions of the Agreement and the date of termination from
September 30, 1989 to September 30, 2004. During this time, the need for concession services
for scheduled events is essential for successful operations and the desired level of customer
service.
The Department of Conferences, Conventions and Public Facilities is currently evaluating the
future use of the Coconut Grove Expo Center. At this time, Terremark of Dinner Key, Inc. is
currently the Concessionaire contracted to operate at the Expo Center and meets the requirements
of the needed services. The Agreement between Terremark and the City of Miami will expire on
September 30, 2004. The Department of Conferences, Conventions and Public Facilities
recommends the extension of the current contract, under the terms and conditions set forth in the
Agreement along with the adoption of the conditions of Amendment 3, on a month -to -month
basis as needed, not to exceed a one year period, from October 1, 2004 to September 30, 2005.
The extension of this contract for this additional period will continue to bring in revenue to the
City of Miami, promote customer service and enhance the quality of future scheduled events.
