A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING AN INCREASE
IN THE CONTRACT AWARDED TO ROBERT WEINREB, PREVIOUSLY
APPROVED FOR ONE YEAR BY RESOLUTION NO. 03-1211 ADOPTED
DECEMBER 18, 2003, IN AN AMOUNT NOT TO EXCEED $49,500, INCREASING
THE CONTRACT FROM $49,500 TO $56,450 FOR PROJECT MANAGEMENT OF
THE BICENTENNIAL PARK REDEVELOPMENT PROJECT, PRIMARY
CONSULTANT TO THE VIRGINIA KEY REDEVELOPMENT PROJECT, AND
LIAISON FOR THE CHIEF OF OPERATIONS ON SPECIAL PROJECTS;
REPORTING TO THE CITY MANAGER FROM THE EFFECTIVE DATE OF THIS
RESOLUTION UNTIL SEPTEMBER 30, 2005, PAYABLE MONTHLY, WITH AN
OPTION TO RENEW THE CONTRACT FOR AN ADDITIONAL THREE (3) YEARS,
REFLECTING A COST OF LIVING ADJUSTMENT (COLA) INCREASE OF 5% EACH
YEAR; INCLUDING REIMBURSABLE TRAVEL EXPENSES TO BE INCURRED BY
THE CITY THAT SHALL CONFORM TO THE LIMITATIONS SET FORTH IN
FLORIDA STATUTE 112.061 (2003); AND FUNDED BY CAPITAL IMPROVEMENTS
PROGRAM PROJECT NO. 344102 ENTITLED "DEVELOPMENT
PROJECTS -CONSULTANTS," CONTINGENT ON THE AVAILABILITY OF FUNDS,
AND OTHER INDIVIDUAL CAPITAL IMPROVEMENT PROJECTS AND OTHER
ACCOUNTS THAT HAVE BEEN APPROPRIATED, AND THAT MAY BE ADJUSTED
BY THE CITY COMMISSION IN THE ANNUAL APPROPRIATIONS AND CAPITAL
IMPROVEMENTS APPROPRIATIONS ORDINANCES.
WHEREAS, Robert Weinreb has brought $2.8 million in grants to the City and is expected to
generate another $1.55 million in grant monies early next year, and
WHEREAS, Robert Weinreb has, in conjunction with the Chief of Operations, reviewed his scope
of services and estimated fees for on -going consulting services and determined that an increase to
the contract amount is warranted based on this joint review, and
WHEREAS, funds for the services of Robert Weinreb are available from Capital Improvements
Program Project No. 344102, entitled "Development Projects -Consultants," and other individual
capital improvement projects and other accounts that have been appropriated, and that may be
adjusted by the City Commission in the Annual Appropriations and Capital Improvements
Appropriations Ordinances;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. The increase in the contract amount with Robert Weinreb, previously approved by
Resolution No. 03-1211, adopted December 18, 2003, from an amount not to exceed $49,500 to an

amount not to exceed $56,450, for project management of the Bicentennial Park redevelopment
project, primary consultant to the Virginia Key redevelopment project, and liaison for the Chief of
Operations on special projects, is authorized.
Section 3. Resolution No. 03-1211 is further amended in the following particulars:{1}
" The City Manager is authorized to engage the services of Robert Weinreb to serve as project
manager of the Bicentennial Park redevelopment project, and to servc as the primary consultant to
the Virginia Key redevelopment project, and liaison for the Chief of Operations on special projects,
reporting to the City Manager, from the effective date of this Resolution until September 30,
200/12005, payable monthly, for a total contract amount not to exceed $49,500$56,450, with funds
allocated from an account to be identified by the City Manager with an option to renew the contract
for an additional three (3) years, reflecting a cost of living adjustment (COLA) increase of 5% each
year; including reimbursable travel expenses to be incurred by the City that shall conform to the
limitations set forth in Florida Statute 112.061 (2003), and funded by Capital Improvements Program
Project No. 344102 entitled 'Development Projects -Consultants' contingent on the availability of
funds, and other individual capital improvement projects and other accounts that have been
appropriated, and that may be adjusted by the City Commission in the Annual Appropriations and
Capital Improvements Appropriations Ordinances."
Section 4. The allocation of funds in an amount not to exceed $56,450 from Capital
Improvements Program Project Account No. 344102 and other individual capital improvement projects
and other accounts that have been appropriated, and that may be adjusted by the City Commission in
the Annual Appropriations and Capital Improvements Appropriations Ordinances is authorized.
Section 5. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{2}

{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
