to the Professional Services
Agreement with Robert Weinreb

RECOMMENDATION:
The administration respectfully recommends the adoption of the attached resolution authorizing the
City Manager to increase the contract amount with Robert Weinreb (Consultant) who will serve as
the project manager of the Bicentennial Park Redevelopment Project, the primary consultant to the
Virginia Key Redevelopment Project, and the liaison for the Chief of Operations on special projects.
Mr. Weinreb will report to the City Manager as of the effective date of this resolution through
September 30, 2005. The contract will be for one year of service with a 3-year renewable clause and
will include a Cost of Living Adjustment (COLA) increase of 5% per year in addition to reimbursable
travel expenses to be incurred by the City, per Florida Statute 112.061 (2003), The requested increase
from $49,500 to $56,450 will be funded by Capital Improvements Program Project No, 344102
entitled "Development Projects — Consultants," contingent on the availability of funds, in addition to
other individual capital improvement projects and accounts that have been appropriated, and that
may be adjusted by the City Commission in the Annual Appropriations and Capital Improvements
Appropriations Ordinances.
BACKGROUND:
On December 18, 2003, the City Commission adopted Resolution 03-1211 awarding Robert Weinreb
a contract to serve as the Project Manager of the Bicentennial Park Redevelopment Project and the
Primary Consultant to the Virginia Key Redevelopment Project. For this service, the City agreed to
pay the Consultant a sum, not to exceed, $49,500.
During Mr. Weinreb's first year of consulting, he generated $2.8 million in grants and is expected to
bring another $1.55 million to the City next year.
After review of the Consultant's scope of services and estimated fees for on -going consulting
services, the Administration recommends that the existing contract with Robert Weinreb be
increased from $49,500 to an amount, not to exceed, $56,450.
FUNDING:
The CIP department will incur the costs for Robert Weinreb's services, contingent on the availability
of funds. The Consultant's salary, the 3-year renewable clause, the annual COLA increase, and any
reimbursable travel expenses will be funded by Capital Improvements Program Project No. 344102
entitled "Development Projects — Consultants," contingent on the availability of funds, in addition to
other individual capital improvement projects and accounts that have been appropriated, and that
may be adjusted by the City Commission in the Annual Appropriations and Capital Improvements
Appropriations Ordinances.
