A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S) BYA
FOUR -FIFTHS (4/5THS) AFFIRMATIVE VOTE, AFTER AN ADVERTISED PUBLIC
HEARING, RATIFYING, APPROVING, AND CONFIRMING THE CITY MANAGER'S
DETERMINATION THAT COMPETITIVE SEALED BIDDING PROCEDURES ARE
NOT PRACTICABLE OR ADVANTAGEOUS, WAIVING THE REQUIREMENTS FOR
SAID PROCEDURES, AND APPROVING A CONTRACT WITH ALTMAN WEIL, INC.,
IN SUBSTANTIALLY THE ATTACHED FORM, AS A CONSULTANT FOR
PERFORMANCE REVIEW OF THE OFFICE OF THE CITY ATTORNEY, IN AN
AMOUNT NOT TO EXCEED $78,000, PLUS COSTS, AS SET FORTH IN THE
CONTRACT; AUTHORIZING THE CITY MANAGER TO EXECUTE ANY
NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY,
FOR SAID PURPOSE.
WHEREAS, the City Attorney's goals include maintainance of high standards of professional
conduct, review of procedures in the office of the City Attorney, and interfacing with the City of
Miami's ("City") elected officials and administrative staff; and
WHEREAS, the City Attorney constantly strives to improve systems to ensure accountability
between the City Attorney's office and the City's administrative staff; and
WHEREAS, the City Attorney is interested in having outside experts review the efficiency and
effectiveness of the Office of the City Attorney; and
WHEREAS, Altman Weil, Inc. has been a leading management -consulting firm to the legal
profession for over 33 years and has broad experience across the entire legal profession through
consultants who serve law firms , corporate law departments and government agencies; and
WHEREAS, Altman Weil, Inc.'s emphasis is on the design and delivery of specific plans for
consulting assignments; and
WHEREAS, Altman Weil, Inc. has identified primary objectives for the Office of the City Attorney
including a review of the performance of the Office of the City Attorney, the needs of the clients, an
analysis of the appropriate mix of inside and outside lawyers needed to adequately handle the City's
legal work in the most cost effective way, the processes for controlling the performance and cost of
outside counsel, and an analysis of the best structure, staffing and management for fulfilling the
responsibilities of the Office of the City Attorney; and
WHEREAS, Altman Weil, Inc. has submitted a proposal for consulting services for performance
review for the Office of the City Attorney in an amount not to exceed $78,000, plus costs as set forth
in the proposal;

NOW THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. By a four -fifths (4/5ths) affirmative vote, after an advertised public hearing, the City
Manager's determination that competitive sealed bidding procedures are not practicable or
advantageous, waiving the requirements for said procedures is ratified, approved and confirmed, and
the contract with Altman Weil, Inc., in substantially the attached form, to be a performance review
consultant of the Office of the City Attorney, in an amount not to exceed $78,000, plus costs, as set
forth in the contract, is approved.
Section 3. The City Manager is authorized {1} to execute any necessary documents, in a form
acceptable to the City Attorney, for said purpose.
Section 4. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor. {2}
Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City
Charter and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall
become effective immediately upon override of the veto by the City Commission.
