Part -Time and Temporary
Employees

This is a follow-up to the directive from the Commission meeting on March 25, to provide you with an
option available to the City related to the appointment of part-time or temporary employees with ten
years or more of service to permanent positions. Employee Relations and the Law Department have
met and discussed various means by which we can achieve the desired result within the boundaries of
the Civil Service rules. Our recommendation is as follows:
Step 1:
Identify part-time/temporary employees with ten years or more of active service. Determine existing
comparable entry-level classified positions, or create new classifications if no comparable position
exists. "Attachment I" lists the positions & incumbents included in this process.
Step 2:
Consult with Charlie Cox, President of AFSCME, to review the list of positions in Attachment I, to
determine if he is in agreement that the City seek approval from the Civil Service Board for a one-time
exemption to the normal procedure for filling classified service positions, to be applied to those people
and positions listed. If Mr. Cox is in agreement, we will seek approval from the Civil Service Board at
the April 27, 2004 meeting to offer promotional opportunities to the employees listed in Attachment I,
on a one-time only basis.
At this Civil Service Board meeting, we will also seek approval to institute a revised Career
Opportunity Program for future promotional opportunities for part-time and temporary employees to
full-time, designated, entry-level positions. (See Attachment II.)
Step 3:
If the Civil Service Board agrees to these two proposals, the Department of Employee Relations will
present two Memos of Understanding (MOU), to the AFSCME Union Presidents. One MOU will
outline specifics for the one-time promotion of part-time and temporary employees listed in
Attachment I, to full-time, classified service with specifics regarding the positions and individual
employees involved. This MOU will also request a one-time reduction of the one year probationary
period for the people in Attachment I to six months.
A separate MOU will outline the specifics of the Career Opportunity Program.
Step 4:
Upon completions of the above steps, the Department of Employee Relations will work with the
applicable departmental management to begin to offer full-time positions to those employees listed in
Attachment I.
