Temporary Employees
As you requested, the following information updates the recent round of discussions with
Commissioners regarding part-time/temporary employees with ten or more years of seniority.
1. Commissioner Gonzalez put forth the recommendation that we provide a 10% increase to
part-time/temporary employees with ten or more years of seniority. In addition, he
advocates that we permit the part-time/temporary employees to compete for entry-level,
full-time classified positions:
• The approximate annual cost of a 10% increase for part-time/temporary
employees with ten years or more seniority is $76,110
• In preparing this analysis, we eliminated any part-time/temporary employee who
has not worked any hours for the City in the past 15 consecutive months.
• We included all other employees with ten years or more seniority, although it is
possible that some part-time employees who work 32 hours or less per pay
period, may not wish to take a full-time position.
• There has not been any cost of benefits included in this analysis. The City will be
offering a group insurance plan to these employees based on a previously
approved resolution.
2. Two Commissioners have put forth that we should offer promotional opportunities to all
part-time/temporary employees with ten years or more seniority. The cost impact is as
follows:
• The updated, approximate annual cost is $554,488
• This cost is based on the assumption that all 42 part-time/temporary employees
with ten years or more of seniority will accept a full-time, classified entry-level
position.
• Full benefits were factored into this cost.
In addition to whatever is decided regarding the employees with ten years or more, the
Department of Employee Relations would like to establish the following program and policy
changes in order to improve our overall employment practices:
Career Opportunity Program
The Department of Employee Relations will obtain agreement on a list of entry-level,
unskilled, classified full-time positions for which our part-time/temporary employees may
compete. These positions will only be advertised internally.
Part -Time Status
• Management recognizes there is a need for permanent part-time employees in
order to efficiently staff specific functions within the City's operation.
• Management will clearly delineate "part-time" employment to be no more than 30
hours per week and may exist for as long as there is an operational need.
• Management will monitor that part-time employment shall not be used to displace
full-time employees.
• Part-time employees may compete for any full-time position in the City.
• The Administration submits a proposal to provide part-time employees with
benefits to include pro -rated sick, vacation and holiday pay.
• Pay increases for part-time employees will be based on performance.
Full -Time Temporary Status
• Management will immediately modify the temporary, full-time employment
practice to limit the length of employment for employees hired in the future for
temporary, full-time work to be one year or Tess. The exception will be for special
projects with specific, documented time frames, or with additional time approved
by the City Manager.
• If the needs of the department cannot be met under these conditions, other
options such as temporary contracts, services procured or service through
employment agencies will be explored and may be utilized.
• No benefits will apply to future, temporary full-time employees.
• Future temporary, full-time employees may compete for full-time permanent
positions in the City.
• Current temporary, part-time/full-time employees will not be impacted by this
change, i.e. they may continue in the temporary position until they either reach
permanent status, or their assignment with the City ends.
