This report was approved by the Board at the January 8, 2004, meeting. The MCSW was established in 1973 pursuant to a Commission resolution and consisted of 15 members. Subsequently, as the MCSW became active its membership grew to 25 and included a paid part-time Commission Coordinator. The MCSW was active and productive in the community until 1996. The EEO Officer from the Equal Opportunity/Diversity Programs Division serves as the liaison to the MCSW. Goals and Objectives The goals and objectives of the MCSW include the following: 1. To serve in an advisory capacity to the City Commission, including advising on any possible barrier, which may impede the participation of women in City - sponsored programs and activities. 2. To support legislation granting women equal rights and equal opportunities. 3. To inspire in women the desire for self-improvement and pride of being, regardless of age, marital status, national origin, race, color, disabilities or creed. 4. To seek for every woman the opportunities equal to her potential and responsibility. 5. To seek opportunities for and to encourage the active involvement of women in matters relating to community progress. 6. To encourage capable women in roles of leadership. 1 Community Needs The members of the MCSW either reside, work, maintain a business or own real property in the City of Miami. The City, through the MCSW membership, is advised of the concerns of City residents as it relates to issues that affect women; in turn, the MCSW informs and educates the community on issues that impact women. Major Accomplishments 1. Evening workshop/retreat in January 2003 to set goals for the year. 2. Commemoration of Women's History Month with the following events: a. Women's History Month Breakfast held at the Orange Bowl Athletic Club. Women pioneers and unsung heroines were honored and recognition was given to young women leaders from high schools within the City of Miami. b. Proclamation by the City recognizing March as Women's History Month c. Display in the MRC of National theme "Women Pioneering the Future', including pictures of the national and local honorees. 3. Chair and Vice -Chair represented the City at the 34th Annual Conference of the National Association of Commissions for Women (NACW) held in Wilmington, Delaware. Participation has broadened connections with national organizations, which focus on women's issues. 4. Sponsored 3rd annual Safe Family Day in commemoration of Domestic Violence Awareness Month. This year's expanded events were held in two locations, the Belafonte Tacolcy Center and Miami Senior Adult Center. More than 400 persons participated in these events. Organizations including the Miami -Dade Community Action Agency, Miami -Dade County Public Schools, the City of Miami Police Department, Parks and Recreation, Family and Victim Services, and a private physician among others. 5. Co -sponsored the Domestic Violence Walk with the Miami -Dade Victims and Advocacy Center and numerous other organizations. Several hundred people participated in this annual event. 6. Served as co-sponsors for the "Lost in the Shadows" Girls Forum with the Girls Advocacy Project (GAP) and local commissions for women. Over 200 participants were made aware of the special needs of girls who wind up in the juvenile justice system. 7. In conjunction with the City of Miami's Equal Opportunity/Diversity Programs Division, coordinated collection of items to support GAP program activities. 2 8. Continued to coordinate with community advocates on detention conditions for female and child immigrants. 9. Support of the Girl's Advocacy Program (GAP) presented to City Commission. 10. Participated in the Florida Commission for Women's "Women and Money" workshop at Barry University. 11. In conjunction with the Miami -Dade Commission on Women, South Miami Commission on the Status of Women, North Miami Beach Commission on the Status of Women and Miami Beach Commission on the Status of Women, are planning an legislative issues and strategies forum for January, 2004. 12. Obtained approval for a designated special revenue fund, thereby setting a mechanism for collection and disbursements of funds for Board activities. 13. Continued to support legislation on women/family issues particularly the ratification the Equal Rights Amendment utilizing the 3-state strategy. 14. Coordinated collection of items for Suited for Success. Function There is no other City board, in either the private or public sector that serves the same function as the MCSW. The MCSW was originally established in 1973 by resolution and was extremely active in the community until 1996. The present Board was created by Ordinance in November 2000 and has since resumed its activities in the Miami community. Membership With the reestablishment of the MCSW by Ordinance, effective December 2000, the MCSW is composed of 11 members, with the Mayor appointing one (1) member and each Commissioner nominating two (2) members. An Administrative Aide, Angela George, is responsible for most administrative duties associated with the eleven (11) regular annual meetings as well as special meetings. Such duties include composing/typing correspondence and creating agenda packages for distribution at meetings. She also transcribes the minutes of the meetings as she attends the MCSW meetings with the current EEO Officer, Maria Ferrer-Miralles. Ms. Ferrer- Miralles, in her role as liaison to the MCSW, also performs any other duties as directed by the MCSW. Moreover, the City Attorney, through an Assistant City Attorney, serves by attending meetings and providing legal advice and suggestions, as deemed appropriate. 3 r • Costs Any and all costs incurred by the MCSW, such as employee time or postage and expenses for materials is charged to the general budget of the Equal Opportunity/Diversity Programs Division. The MCSW's estimated cost is minimal. However, the MCSW does anticipate the creation of a monthly newsletter to inform and educate the community on issues that affect women and sponsorship of educational programs for women. In order to provide greater assistance to the women of Miami, the MCSW is in need of an established budget. The Mayor and City Manager have assisted in funds for special projects. CONCLUSION The MCSW was created to serve as direct link and conduit between the City of Miami and its citizenry on issues that affect women. From 1973 through the present, MCSW continue to be a very strong and powerful board, which represents the City of Miami with great pride and honesty. Presently, this Board is eagerly reaching out to the women of Miami in order to serve and assist this community. Attachments: (1) Board By-laws (2) Membership Roster r* f BYLAWS OF MIAMI COMMISSION ON THE STATUS OF WOMEN ARTICLE I — NAME The Miami Commission on the Status of Women, City of Miami, Florida [hereinafter "MCSW "] is hereby established. The MCSW shall consist of 11 members appointed by the Commission of the City of Miami, Florida, with the Mayor appointing one (1) member and each Commissioner nominating two (2) members [hereinafter "City Commission" 1. ARTICLE II —.PURPOSE, POWERS AND DUTIES To serve in an advisory capacity to the City Commission, including advising on any possible barrier which may impede the participation of women in City sponsored programs and activities; To support legislation granting women equal rights and equal opportunities; To inspire in women the desire for self-improvement and pride of being, regardless of age, marital status, race, national origin, color or creed; To seek for every woman the opportunities equal to her potential and responsibility; To seek opportunities for and to encourage the active involvement of women in matters relating to community progress; and To encourage capable womcn in roles of leadership. ARTICLE III — MEMBERSHIP Section 1. Eleven (11) members shall constitute the MCSW. The membership shall be appointed/nominated by the City Commission. Such membership shall reflect the racial, ethnic, economic and social diversity of the residents of the City of Miami. Section 2. Recommendations to fill vacancies on the MCSW shall be submitted to the City Commission for their consideration. Such recommendations should reflect the racial, ethnic, economic and social diversity of the residents of the City of Miami. Section 3. Members shall be appointed/nominated by the City Commission to serve for a period of one (1) year or until the appointing/nominating Mayor or City Commissioner leaves office, whichever occurs first, and may be reappointed/nominated for seven (7) additional one (1) year terms. No member shall serve more than eight (8) consecutive one (1) year terms. Section 1 Chairperson, SecretaryfP Section 2. (2) years. ARTICLE IV — OFFICERS . The officers of the MCSW shall consist of the Chairperson, Vice- arliamentarian. No officer shall hold the same office consecutively for more than two ARTICLE V -- ELECTION OF OFFICERS Section 1. At the . regular meeting in January, after the City Commission (re)appoint/nominate, the Chairperson shall open the floor for nominations of officers, beginning with the office for Chairperson. The election shall be by other than a secret ballot. No vote by proxy shall be acceptable. Section 2. Election shall be by a majority of the votes cast by a quorum of the MCSW. ARTICLE VI -- DUTIES OF OFFICE Section 1. The Chairperson shall preside at all regular meetings of the MCSW. Section 2. The Chairperson shall present all reports to the City Commission. Section 3. The Chairperson shall be the official representative and spokesperson for the MCSW; other members may speak on behalf of the MCSW only with express permission of the Chairperson or at a public appearance planned by the MCSW. Section 4. The Vice -Chairperson shall assist the Chairperson in his/her duties and shall perform such duties in the absence of the Chairperson. Section 5. The Secretary/Parliamentarian shall assist the Chairperson and the Vice -Chairperson in their duties and shall perform such duties in their absence. ARTICLE VII — MEETINGS & VOTING Section 1. The MCSW shall meet once a month, except during the month of August. If necessary, special meetings shall be called by the Chairperson or 3 members of the MCSW. Section 2. It shall be the responsibility of each member to attend all meetings of the MCSW. The provisions of Section 2-886 of the City of Miami Code shall govern. Said provision sets forth the attendance requirements — a member shall not be absent from 3 consecutive meetings or 4 meetings in a calendar year. Page 2 of 3 Section 3. The members shall constitute a quorum for the purpose of convening a meeting. A majority of those present and voting is required for any action to be taken by the members. ARTICLE VIII -- RULES OF PROCEDURE All MCSW meetings shall be governed by the following rules: (1) One person speaks at a time, (2) Begin meetings on time, and (3) Focus on issues by knowing. limitation of advisory board. ARTICLE IX -- AMENDMENTS These Bylaws may be amended by a two-thirds (2/3) of members currently appointed at any regular meeting of the MCSW, provided a copy of the proposed amendment has been furnished to each member no less than two (2) weeks prior to the meeting.
