A WORD FROM MAGICAL WORLD FOUNDERS
Mr. Chairman of the Board,
Gentlemen members of the board:
I am here today before you in reference to a Day Care Center proposed for development
on 3675 North West, 1 lth. Street, Miami, Florida 33125. This Center was presented to
you on December 14a`. And it was recommended denial by the Department of Building
and Zoning since at that time such Department would not find this site plans appropriate
for a safe ingress and egress of children to and from the center on NW 11TH. Street...
After that hearing on December 14Yh. They came back a few times and met with members
of the professional staff from the Department of building and Zoning until together they
worked out a new and redesigned site plan, one that would fulfill all of the safety
requirements and concerns mandated by the Department of Building and Zoning.
On February 26th, at around 1:35 am and after many hours of waiting, this case was
presented to you one more time with the intention of presenting to you the new revised
site plan but at that hearing this presentation had to be deferred for a new date for a more
proper and complete study.
Mr. Chairman of the board and members of this board; The founders of this proposed
center, Mr. George Crespo, Mrs. Martha Crespo,( his wife) Yanet Crespo and Yaima
Crespo (both Mr. and Mrs. Crespo's daughters) have lived in this area for the last 11
years and the love this community and because they really love it, they have vested their
most sincere faith and enthusiasm into this project because they truly believe that it will
empower the economic and social wellbeing of our local community, the Flagami
neighborhood.
Mrs. Crespo has 27 years of experience as a Kindergarten teacher, her devotion to
educating children at early age will be a tremendous asset to this community in which
this project is intended to operate. As a family business they are trying to work united
within their local community because they understand that by doing so they are helping
to revitalize and empower the local economy and social wellbeing. At MAGICAL
WORLD DAY CARE CENTR they are making sure to take every step necessary to excel
in the quality of safety features and services provided not only because they want and
have to comply with legal requirements of this type business but because they believe in
doing things the right way, and by the way the way the only two grandchildren of Mr.
and Mrs. Crespo will attend to this center. And since they would not put their own two
most precious jewels in danger they would never do it to others.
Dear members of this board: It is today our last opportunity to present this project to you
and we humbly appreciate this opportunity, but also would like to ask of you to pay a
well detailed attention to all of our honest intention and hard work done guided by the
profesgionalism of the Department of Planning and Zoning of CITY of Miami. Where
Others investors would have probably sold this property and relocate their business idea
to another area of Dade or Broward county, we sat together and decided to go the extra
mile to achieve our family goal even when this would need extra investment on our part.
We would like to express special thanks to some of the professionals that guided us in
this journey starting with all of you; Mr. Chairman of the Board and members of the
board that allowed us to come back today and present to you our project. Also we want to
say thanks to Ms. Lourdes Slazyk and her staff for providing us with the necessary
requirements to make our project totally safe for our children. Mr. Gustavo Callava ,
Administrator of City of Miami NET program for the Flagami area, for coming to our site
location and express satisfaction for the kind of project we intent to create. Mr.
Francisco Garcia, City of Miami, Zoning Administrator, for giving us some of his
valuable time and revise our new site plan for this project. To all of you City of Miami

OVERCOMING CONCERNS
Mr. Chairman of the Board and members of the board, at this point of our presentation
we would like to focus our attention in what was called in our last meeting, Commissioner
Angel Gonzales' concerns about this project and for that we have studied very carefully all
of his objections for that night. We have reviewed a copy of our last session on February
26th.on video tape and decided to address them today since we find these concerns of no
solid value to be taken into consideration as facts and therefore would not be a fair
practice to use them as base for the denial of such a positive project as it is MAGICAL
WORLD.
The followings are some of the concerns expressed by Commissioner Angel Gonzales on
February 26 session at around 1:35 am followed by our personal observations.
Mr. Gonzales:
This is a very dangerous location to have this kind of business.
M. WORLD:
As you can see in our photo gallery provided to you today in our handouts
material we compiled a total of 8 different locations in our surrounding area which
provide very little or not safety features at all for the ingress and egress of children and all
of these are fully operating centers. We have worked hard with the professional staff of
the Department of Planning and Zoning and our architect to bring safety into our center.
Mr. Gonzales:
there is no access to drop off of kids.
M. WORLD:
As you can see in our previous site plan the ingress and egress of children was
meant to be done from the main entrance located at NW 1 lth. street, Well that has been
changed totally in our newer site plan, as you can see that this will be done only from the
inner part of the property.
Mr. Gonzales:
The remodeling of the entrance to the 836 Express way and the rebuilding of NW
14th. street, the proposed development of Great land park which is located one block or
less from where they want to build this day care center. All of these circumstances make
this location not appropriate to have this type of business.
M. WORLD:
The remodeling of the Express way 836 has been completed. The NW 19 th. street
has been rebuilt completely and now allows a greater flow of traffic. The completion of
these two projects has minimized the density of traffic on NW 11 th. street. and Great land
Park can get as busy as it can, since it is not located one block or less as Mr. Gonzales
stated it in our last session, this park is located on the north west wing of NW 14th. street
right behind the Dade County public library located on NW 37th.ave. and 14th. street
that would make us 65 blocks away from it.
Mr. Gonzales:
This property does not have parking space for one car and they want to create a
day care center.
M. WORLD:
We never intended to create and operate our center utilizing the existing
distribution of space at this property. if you revise the first and second set of plans you will
find that we have created the necessary changes to comply with what is mandatory by law.
M. Gonzales:
We are talking about a site that is going to have 51 kids and we do not know
bow many will be once this is approved.
M.WORLD:
It is true that at the time of our first proposed set of plans back in December 14th.
of 2003 we had intentions of operating with a maximum of 51 kids but that is no longer
correct. Since we have changed our site plan almost completely by recommendation of the
Department of Planning and Zoning we have decreased the number of kids to only 40
kids.
Mr. Gonzales; we sadly regret your personal opinion where you stated that von dq not
know bow ma.pv kids will be once tl!is Ls approved. We find that a very o$ensive
statement since what you are trying to tell to every one here is that we are planning to
engage in some type of illegal operation practices. We believe that it was not Appropriate
of you to say something like that and we deserve an apology.
Mr. Gonzales:
I do not think that there will be anything that would make me change my mind in
reference to this obligation.
M. WORLD:
Mr. Chairman and members of this board; We, the people who have elected you to
represent our best interests and guide our communities to achieve greater goals that
would open the doors of progress to other generations to come, do not want to believe
that the approval or denial of any case presented to you will solely depend on the personal
opinion of any of you, whether this opinion be based on true and solid facts or not. We
want to continue to believe in the way America celebrates its so protected democracy and
equal opportunity rights for everyone.
