Temporary and, Part-time '
Employees
As a follow-up to your request, attached you will find an analysis of the financial
impact of appointing temporary full-time and part-time employees to full-time
classified positions. The document was based on the following assumptions:
• No classified vacancies exist.
• A match was sought for similar entry-level positions in the classified
service. The entry-level salary was applied, except in cases where
the employee's current rate of pay exceeded the entry-level rate.
In those instances, the next highest rate was applied.
There are temporary/part-time positions that do not currently exist
in the classified service and no match was found. These positions
will become classified at Step 1 of the lowest range in the AFSCME
Local 1907 schedule (approximately $7.50 per hour).
• Board members and part-time staff employed to work in the offices
of elected officials were not included in this analysis.
• Event employees were not included in this analysis.
• Calculations are based on a 40 hour work week with no overtime
pay.
• The AFSCME benefit rate of 42.46% was applied.
• The Civil Service Board and applicable unions will need to agree
with whatever proposal is formalized.
Attachment I provides financial impact in five year increments. These figures do
not reflect the 2% COLA effective in April, 2004.
Attachment II is a recommendation for a transition plan to address the
employment status of current and future part-time and temporary employees.

ATTACHMENT II
The information and recommendations included here are provided for your
consideration in addressing current and future temporary and full-time
employees.
Current Temporary and Part -Time Employees
The following recommendation applies to current temporary/part-time employees
seeking classified work status:
• Upon the Commission's direction, the City will appoint all or some of the
temporary and/or part-time employees to specific entry-level classifications
based upon number of years of service and with agreement obtained 'from
Civil Service and Unions.
• The remaining employees will be phased in via multiple budgetary processes
until all current temporary and part-time employees who desire classified
status have been placed.
• It is anticipated that a hybrid of the Career Opportunity program, previously in
effect, will be reactivated to address those entry level positions which become
vacant through the budgeting process and attrition.
Future Temporary Full -Time Employees
• The City will immediately modify the current temporary full-time employment
practice to limit the length of employment for temporary, full-time work to one
year or Tess except for special projects with specific, documented time
frames.
• If the needs of the department cannot be met under these conditions, other
options such as temporary contracts, services procured or service through
employment agencies will be explored and may be utilized.
• Temporary full-time employees may compete for any full-time position in the
City.
• No benefits will apply to temporary full-time workers.
Future Part -Time Employees
Management recognizes there is a need for permanent part-time employees to
efficiently staff specific functions within the City's operation. The following
recommendations are offered for your consideration for employees designated
as part-time:
• Management will define part-time employment to be no more than 30 hours
per week and may exist for as long as there is an operational need.
• The number of part-time positions in each department will be based on
operational needs.
• Management will monitor that part-time employment shall not be used ito
displace full-time employees.
• Part-time employees may compete for any full-time position in the City.
• A proposal is being developed to provide part-time employees with' benefits to
include health insurance, pro -rated sick, vacation and holiday pay.
• Pay increases for part-time employee will be based on performance.
