Regarding the Overtown community concerns expressed by Reverend Sho-Shana (copy
attached), please note the following:
Ricardo Gonzalez, NET Director, met on -site with Reverend Sho-Shana to address quality of life
concerns including sanitation, loitering and homelessness.
The Reverend was concerned with the location of the private dumpsters at Gibson Park (401
NW 12th Street) and their proximity to children on their way to the Culmer Library. Subsequent
to meeting with Mr. Gonzalez, the dumpsters have been relocated to the rear of the Park, away
from main passageways. The dumpster on 14th Terrace and NW 3rd Avenue, located in the
public right-of-way, has been relocated out of the pedestrian path. Moreover, the cleanliness of
NW 14t Street has been enhanced by the placing of two trash receptacles immediately
adjacent to the two bus benches located under the 1-395 overpass. The last sanitation concern
specifically related to a plumbing leak from Rep's Liquors into the public right-of-way. NET
contacted said business, informed them of the situation and requested their cooperation
towards a solution. The leak was promptly repaired and the right-of-way issue eliminated.
Reverend Sho-Shana was also concerned with Overtown's homeless population. In an effort to
increase outreach and prevent further proliferation in Overtown, outreach details coordinated by
NET (including Solid Waste, Litter Busters, Police and Homeless Assistance) are being
conducted every Monday since December 8, 2003, and will continue until further notice.
Finally, the Reverend requested assistance with the loitering across from Frederick Douglas
Elementary School. Specifically, the addresses of concern are: 1141 NW 3 Avenue, 1163 NW 3
Avenue, 234 NW 12 Street and 242 NW 12 Street. Overtown Commander Meeks has been
updated regarding these concerns and has assigned PST Officer, Mike Foster, to monitor the
situation. The property owners have placed "No Trespassing" signs on the premises, thereby
increasing police enforcement options.
NET Administration has also updated the Code Enforcement Department for their inspection
and consideration of additional enforcement options.
Overtown NET and NET Administration will continue to coordinate with Reverend Sho-Shana
accgrfiingly.
