HomeMy WebLinkAboutMemo - Request For IncreaseCITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM TO: Annie Perez DATE: June 9, 2015 FILE: Director, Purchasing Department FROM: Jeovanny Rodriguez, P. , i�rector Capital Improvements & ansportation SUBJECT: Capacity Increase to the Transportation Program Support Service (TPSS) Contracts REFERENCES: RFQ 11-12-031 By this memorandum, the Capital Improvements and Transportation Program ("CITP") submits this request to the department of Purchasing to modify the Professional Services Agreements ("PSA") with HNTB Corporation, Inc. ("HNTB"), and Kimley-Horn and Associates, Inc. ("KHA"), authorized pursuant to Request for Qualifications RFQ 11-12-031 for the provision of Transportation Program Support Services, to increase the contract capacities of said PSAs by $500,000.00 for each firm, for a total aggregate contract capacity of $1,000,000.00 respectively. Background In December, 2012, CITP entered into professional services agreements with HNTB and KHA for needed support services for the City of Miami's Transportation Program. The PSAs were approved through action of the City Manager in accordance with Section 287.055, Florida Statutes for an amount not to exceed $500,000.00 respectively. Article 2.01 of the General Conditions of the PSA, Compensation, limits the compensation payable to HNTB and KHA to an amount not to exceed $500,000 unless approved by action of the City Commission and put into effect by a written amendment to the PSA executed by all parties. The PSA further stipulated that no new work orders can be issued to f•-INTB or KHA that would result in the existing approved compensation limits to be exceeded. At present, CITP continues to rely on the support services provided to the City of Miami ("City") under the PSA to implement the City's Transportation Program. CITP continues to field requests for transportation related studies and analyses received through directives by the City Commission and by the City Administration. The attached Exhibit "A" represents nineteen (19) such requests to CITP for transportation related support services, with an estimated total cost of $950,000.00 to carry out the requested scope of work. To carry out these request would require an increase in the funding capacities of the PSAs with HNTB and KHA. Accordingly, CITP seeks to increase the contract capacities of said PSAs from the original $500,000.00 capacity to a new contract capacity of $1,000,000.00 for each firm.
