Al sn City Manager DATE: June 10, 2015 SUBJECT: Police Department Hiring and Staffing Update As per the request of the City Commission during the October 10, 2013, City Commission meeting, I present this memorandum, which outlines the Police Department's manpower allocation and hiring progress. The Miami Police Department is currently operating with 121 sworn vacancies. There are 9 sworn members of the Police Department who must separate from service due to the DROP in 2015. The following is a breakdown of the Police Department's hiring progress since the May 28, 2015, City Commission meeting: Position Status Police Officer • Twenty-nine (29) applicants hired year-to-date in 2015. • One (1) applicant hired since last City Commission meeting. • Eight (8) applicants awaiting medical clearance. • Processing 194 police officer applicants from April 6-9, 2015 orientation, and April 23, 2015 orientation. • Police officer applicants on new list began physical agility testing the week of April 13, 2015. Crime Scene • Seven (7) Crime Scene Investigator I applicants undergoing Background Investigator I process (expected to be hired by June-2015, if they pass all pre -employment hurdles). Emergency • Fourteen (14) Emergency Dispatcher applicants undergoing polygraph Dispatcher testing (expected to be hired by June- 2015, if they pass all pre -employment hurdles). The table on page 2 is a snapshot of the Police Department's hiring progress and staffing levels from December 2014 through May 2015. The "Separated" and "Hired" levels will change retroactively each month now to reflect the previously reported levels that may have taken place after the reporting period. *The Vacant numbers only reflect an estimate and are subject to change slightly, depending on personnel actions occurring but not finalized during the month reported, specifically those personnel actions that have not cleared payroll as of the date of the report. Cahn'. etfon Budgeted: Sworn positions allocated for the current fiscal year Filled: Number of occupied sworn positions for the current fiscal year (This figure is an estimate, and it is subject to change slightly, depending on personnel actions occurring but not finalized during the month reported.) Vacant: Number of unfilled sworn positions (This figure is an estimate, and it is subject to change slightly, depending on personnel actions occurring but not finalized during the month reported.) Hired: Count of sworn personnel hired (This figure is an up-to-date count of sworn personnel hired. It may be relied upon as accurate up to the date of the memorandum.) Separated: Count of sworn personnel who retired, resigned, were terminated, or who otherwise separated from service (This figure is an up-to-date count of sworn separations. It may be relied upon as accurate up to the date of the memorandum.) Academy: The number of basic recruits (i.e., non -certified police officers) in the police academy and employed by the City, as well as those hired as certified police officers who are attending in-house training prior to beginning their field training. Field Operations: Estimate of the number of sworn personnel assigned to Field Operations, including but not limited to Patrol, Problem Solving Teams, Beats, NROs, Mounted Patrol, Canine, Marine Patrol, etc. Inv.: Estimate of the number of sworn personnel assigned to the Criminal Investigations Division, Special Investigations Section, Internal Affairs Section, and Human Trafficking Task Force. Other: Estimate of sworn personnel assigned to various support functions, including but not limited to Recruitment and Selection, Training, Communications, and the Office of the Chief of Police. Pop.: Most recent published residential population estimate for the City of Miami Sched.
