• Department director focused on reorganizing the organization to
meet the wants and needs of the residents and visitors of the City
of Miami. Focus areas are Organizational Excellence, Extreme
Customer Focus, Park and Open Space Land Aquistion and
Capitial Development and Renovation of Park Facilities.
February 2012 — October 2014 Miami -Dade County, Parks, Recreation and
Open Spaces Department, Assistant Director for Operations Management
■ Assistant Director with the operational and administrative responsibility
of 254 metropolitan, regional, district, community and neighborhood
parks, marinas and facilities with an overall annual operating budget of
$71 million and revenues of $45 million, 424 full-time employees and
375 part-time FTEs.
■ Oversight and responsible for the efficient and effective operations and
coordination of the following divisions; Coastal Park and Marina
Enterprises, Park Operations, Recreation and Programming Services ,
Special Taxing Districts, Grounds Maintenance, Landscape Agency,
Park Enforcement Division, Aquatics, Beach Maintenance Operations
and the Right -of -Way Aesthetics and Asset Management.
■ Reorganized Operations Management from geographically defined
regions to functionally aligned divisions in order to increase service-
levels and services to residents and to realize efficiencies in the areas
of grounds maintenance, park operations and recreation. The creation
and reorganization of the Park Operations as a functional area under
one senior manager was seamlessly and successfully accomplished.
This reorganization has enabled this division to focus on revenue
generation and park/grounds/facility conditions.
■ The Right -of -Way Aesthetic and Assets Management Division (RAAM)
was successfully functionally and systematically integrated from the
Public Works Department into Parks syncing processes, personnel and
work. By benchmarking the RAAM process for contacted maintenance
accountability and invoice processing it was determined to be a Best
Practice perfect for adoption of how contacted grounds maintenance

on parks are monitored and managed. RAAM Inspectors currently
inspect the 138 parks that have their grounds maintained by private
contractors from 12 to 16 cycles per year,
■ Spearhead the Mayor's BIKE305 initiative that kicked off in March 2013
that forged collaboration between Miami -Dade County and six
municipalities (City of Miami, Village of Key Biscayne, City of Coral
Gables, Village of Pinecrest, Village of Palmetto Bay and Town of Cutler
Bay), The purpose of this initiative was to highlight the connectivity
throughout Miami -Dade County and its surrounding communities through
the bike pathways, while promoting a healthy lifestyle and wellness.
■ Increased overall marina occupancy from 89% FY 2011-12 to 93% in FY
2012-13. As of September 2013, Crandon and Matheson marinas were
over 100% occupancy and Bill Bird marina at 98%. Black Point Marina
began the fiscal year at 79% wet slip occupancy and closed the fiscal year
with occupancy of 95%. This was accomplished through aggressive
marketing, relationship building and an insistence on extreme customer -
focus.
■ Worked closely with senior leadership from the Miami -Dade Police
Department (MDPD) on the creation and dissemination of crimes and
arrest on parks reporting. These reports are then used to identify crime
focus areas and collaborate with MDPD on enforcement actions.
Established a very strong and mutually supportive working relationship
with the MDPD from the Director level down through the ranks. The
incubator for this collaboration was Mayor Gimenez' Joint Round Table for
Youth Safety and enabled an excellent working relationship with the
Miami -Dade Police Department.
December 2007 — February 2012 Parks, Recreation and Open Spaces
Department, Executive Assistant to the Director
▪ Coordinating executive level activities on behalf of the Director that
require independent decision making skills, resourcefulness, initiative
and sound judgment.
• Advising and informing the Director on policy, procedure, budgetary,
operational and other relevant matters.
• Coordination and communication with the Office of the Mayor, County
Commissioners and their staff, outside agencies, partners and
stakeholders.
• Coordinating, prioritizing and presenting items to the County Attorney's
Office for approval for legal sufficiency, opinions and providing
analysis for related legal matters.

• Lead the Department's Performance and Efficiency Section in order to

Operations Plan annually and by coordinating with our liaisons at the
Emergency Operations Center.

■ Advise the Director on high level revenue contract and programming
partnership negotiations.

other departments and outside agencies.

Division
■ Enable and facilitate the implementation of the Results Oriented
Government (ROG) and performance improvement processes with
executive level and senior department management throughout the
County.
■ Assisting with the county -wide roll out of the Active Strategies
Enterprise Software program which enables executive level managers
and departments to track their progress toward the achievement of
objectives adopted in the 2003 Miami -Dade County Strategic Plan.
■ Assisted with the development of the 2006 Progress Report to the
Community, which will communicate the feedback derived from the 2005
Resident Survey via a tangible mail/hand out that directs residents to in-
depth information availableon the county's web portal.

Administrative Officer 3, Operations Division Coordinated the post Hurricane
Katrina and Wilma emergency tree trimming and debris removal process to
include RFP/vendor selection, coordination of in-house crews and assets,
established FEMA compliant monitoring procedures and coordinated these
efforts with the five operating regions of the Department and the Special Tax
District Coordinator. The effective coordination and prioritization of these
resources enabled the Department to open most of our parks within one week
of the storm.
■ Selected to research, develop and market county -wide wellness and
fitness programs for Miami Dade County employees.
■ Developed business plan, budget and operating procedures for Miami -
Dade County Employee Fitness and Wellness Center. Conducted life
cycle cost analysis of equipment options, benchmarked public and private
sector fitness centers and developed a comprehensive marketing plan for
the planned facility.
■ Developed and coordinated customer satisfaction and marketing survey of
golf course operations. Conducted analysis of findings and provided
recommendations in order to increase customer retention and satisfaction.
■ Grant writer and project leader to implement an online/web based program
