SUBJECT: Police Department Hiring and
Staffing Update
As per the request of the City Commission during the October 10, 2013, City Commission meeting, I
present this memorandum, which outlines the Police Department's manpower allocation and hiring
progress.
The Miami Police Department is currently operating with 107 sworn vacancies, although 80 of those
vacancies/positions were recently added at the beginning of the 2015 Fiscal Year. There are 14 sworn
members of the Police Department who must separate from service due to the DROP in 2015.
The following is a breakdown of the Police Department's hiring progress since the April 9, 2015 City
Commission meeting:

Police Officer
•
Twenty-four (24) applicants hired year-to-date in 2015.
•
Three (3) applicants hired since last City Commission meeting.
•
Two (2) applicants awaiting medical clearance and Coding to hire.
•
Processing 513 police officer applicants from April 6-9, 2015 orientation,
and the upcoming April 23, 2015 orientation.
•
Police officer applicants on new list began physical agility testing the week
of April 13, 2015.
Crime Scene
•
Seven (7) Crime Scene Investigator 1 applicants undergoing polygraph
Investigator 1
testing (expected to be hired by May 15, 2015, if they pass all pre-
employment hurdles).
Emergency
•
Twelve (12) Emergency Dispatcher applicants undergoing polygraph testing
Dispatcher
(expected to be hired by May 15, 2015, if they pass all pre -employment
hurdles).
The table on page 2 is a snapshot of the Police Department's hiring progress and staffing levels from April
2014 through March 2015.

Filled:

Vacant:
Number of unfilled sworn positions (This figure is an estimate, and it is subject to change slightly, depending on
personnel actions occurring but not finalized during the month reported.)
Hired:
Count of sworn personnel hired (This figure is an up-to-date count of sworn personnel hired. It may be relied
upon as accurate up to the date of the memorandum.)
Separated:
Count of sworn personnel who retired, resigned, were terminated, or who otherwise separated from service (This
figure is an up-to-date count of sworn separations. It may be relied upon as accurate up to the date of the
memorandum.)
Academy:
The number of basic recruits (i.e., non -certified police officers) in the police academy and employed by the City,
as well as those hired as certified police officers who are attending in-house training prior to beginning their
field training.
Field Operations:
Estimate of the number of sworn personnel assigned to Field Operations, including but not limited to Patrol,
Problem Solving Teams, Beats, NROs, Mounted Patrol, Canine, Marine Patrol, etc.
Inv.:
Estimate of the number of sworn personnel assigned to the Criminal Investigations Division, Special
Investigations Section, Internal Affairs Section, and Human Trafficking Task Force.
Other:
Estimate of sworn personnel assigned to various support functions, including but not limited to Recruitment and
Selection, Training, Communications, and the Office of the Chief of Police.
Pop.:
Most recent published residential population estimate for the City of Miami
Sched. DROPs:
Number of sworn personnel who are scheduled to separate from service due to the DROP
Daytime Pop.:
Estimate of the population of residents and nonresident workers in the City of Miami
