Is the Board serving the purpose for which it was
created?
Answer: Yes
The Miami City Commission created the Trust in 1987 to:
"direct, manage and maintain all aspects of Bayfront Park for the purposes of
ensuring maximum community utilization and enjoyment."
And further directed:
"The Trust shall, to the greatest extent it determines to be feasible, implement
the exercise of its powers in a manner which utilizes and encourages the fullest
and most active participation and cooperation of private enterprise."

Is the board serving the purpose for
which it was created?
During Fiscal Years 2009 through 2013, the City of
Miami's investment in the Trust totaled $585,000
while the organization's gross revenue totaled
$21,066,099. Those funds were used to operate
and maintain Trust managed facilities. During that
same period the City realized $4,340,000 in
savings by not subsidizing the park's operation,
which is and continues to be self sustaining.

Is the Board serving current community needs?
Answer: Yes
In addition to maintaining two of the city's premier public parks, the Trust
produces two of our community's most important public events: the America's
Birthday Bash on July 4th and the Bayfront Park New Year's Eve Celebration.
On New Year's Eve 2014, the Trust hosted Pitbull's New Year's Revolution.
The premiere of Miami's newest celebration, broadcast on FOX television to an
audience of 2.3 million viewers and drew 150,000 attendees.

Board's major accomplishments (cont.)
• In the past five years, the Trust has demonstrated an ongoing
commitment to facility improvements by investing, on average,
$750,000 annually in capital improvements.
• Opened newly renovated Museum Park to the public on June 14,
2014, with a visit by the Coast Guard Barque Eagle.
• The July 4th celebration, America's Birthday Bash 2014, served as the
host site for the Colombian Consulate's World Cup watch party and
attracted an overall attendance estimated at 70,000.
• The FY 2013/2014 operating budget included a $542,000 line item
titled, Senior Homestead Exemption Relief.
• Reached over 117,000 people through free yoga classes.

Board's major accomplishments (cont.)
• The Trust's Fitness Caravan, supported by the Public Space
Challenge and the Health Foundation of South Florida, traveled from
Bayfront Park to Little Havana and Little Haiti, providing 44 free yoga
classes, from April through August 2014, to over 800 participants,
contributing to a healthier Miami. Classes proved so popular an
anonymous donor underwrote a full year in Jose Marti Park.
• Installed a permanent statue of Julia Tuttle adjacent to the Lee & Tina
Hills Playground. This educational installation will enhance the
experience for children.
• Continued care and maintenance of the statues and plaques
throughout the park and as well as the Torch of Friendship.

• Continued to host our community's premier fundraising events such
as Race for the Cure, Making Strides Against Breast Cancer, the
Corporate Run and Walk for the Animals.
• The Trust's success is the City's success. And, that success is a
direct result of the social entrepreneurial model that has guided our
operation for the past ten years -- our mission is to create social
value.

As demonstrated by the previous list, the Trust has accomplished much
in the past and should serve as a model for other city boards. There is
no other board, neither public or private, that would
better serve the public's interest.

The founding ordinance for the Trust is sufficient for its current purpose.

Should the Board's membership requirements be
modified?
Answer: No
The nine members members of the Trust are representative of Miami's cultural and
ethnic makeup. One member of the Trust is an elected official of the City
of Miami; the eight remaining members represent Miami's business,
professional and cultural communities and are appointed by the Miami
City Commission.
Membership in the Trust does not need to be modified.

What is the cost, both direct and indirect, of maintaining
the Board?
11 The Bayfront Park Management Trust is an extremely cost effective
method for the City to operate and maintain Bayfront and Museum
Parks.
Total operating costs for both Parks in
FY 2014/15 totals $5, 845, 000 with no
funding from the City.

Conclusion
The Bayfront Park Management Trust has been extremely successful in
bringing guidance and leadership to the development of Bayfront and
Museum Parks and serving as a catalyst for positive change in
downtown Miami. It has fulfilled and surpassed the mandate of its
charter and will continue to do so into the future. The Trust board
of directors and staff intend to build on past accomplishments, pursuant
to our mission of "ensuring maximum community utilization and
enjoyment."
