Resolution approving the waiving of competitive bidding procedures for the purchase of an on -board Automatic Text and Voice Announcement System ("ATVAS") for the City's trolleys. Purpose of Item: It is respectfully recommended that the Miami City Commission adopt the attached resolution, by a four -fifths (4/5th's) affirmative vote, ratifying, confirming and approving the City Manager's findings, and recommendation pursuant to sections 18-85 and 18-86 of the Code of the City of Miami, Florida, as amended, waiving competitive sealed bidding methods ADA compliant Automatic Text and Voice Announcement System ("ATVAS") as not being practical or advantageous to the City of Miami; and further, authorizing the City Manager to execute a Proposal Agreement ("Agreement") in substantially the attached form, between the City of Miami and Radio Engineering Industries, Inc, (REI), for the purchase, installation, and maintenance of the ATVAS equipment in the City's 34 trolley vehicles, for the not to exceed amount of $118,093.80. Allocating funds from the City of Miami transit surtax revenues, subject to the availability of funds and budgetary approval at the time of need. Direr Chief G% City Manager c-- iY Page 2 Continued from previous page This item authorizes City Administration to install an on -board Automatic Text and Voice Announcement System ("ATVAS") on the Miami Trolleys. This system will enable the City to announce route information, including upcoming stops, route names, transfer points, etc. automatically through the Public Address ("PA") system and an LED screen that will be installed as a part of this purchase. ATVAS will ensure. the City is compliant with the Americans with Disabilities Act ("ADA"), which requires wayfinding information be announced to passengers. Currently, the trolleys are equipped with a Computer -Aided Dispatch and Automatic Vehicle Location ("CAD/AVL") system. This system powers the City's trolley tracking smartphone application, website and dispatching interfaces, CAD/AVL relies on a Global Positioning System ("GPS") unit, which identifies each trolley's location in real time, The City's CAD/AVL system was equipped by Radio Engineering Industries, Inc. ("REP') through an agreeanent between REI and Limousines of South Florida ("LSF"), the City's Trolley operations provider. ATVAS also relies on GPS data for accurate, location -specific information and provides the best and most efficient means of conveying ADA-compliant announcements, The CAD/AVL system that was installed by RBI is capable of interface with an ATVAS function. Per Section 18-85 and 18-86 of the Code of the City of Miami, Florida, as amended ("City Code") the City Manager has made a written finding, attached as an exhibit to the resolution and incorporated herein by reference, that competitive sealed bidding, methods are not practicable or advantageous for the City due to the interface between the CAD/AVL system currently installed on the Trolleys and the ADA-compliant ATVAS function REI also offers.
