A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), BY A
FOUR -FIFTHS (4/5THS) AFFIRMATIVE VOTE, AFTER AN ADVERTISED PUBLIC
HEARING, RATIFYING, CONFIRMING, AND APPROVING THE CITY MANAGER'S
WRITTEN FINDINGS AND RECOMMENDATIONS, PURSUANT TO SECTIONS
18-85 AND 18-86 OF THE CODE OF THE CITY OF MIAMI, FLORIDA, AS
AMENDED; WAIVING THE REQUIREMENTS FOR COMPETITIVE SEALED
BIDDING METHODS AS NOT BEING PRACTICABLE OR ADVANTAGEOUS TO THE
CITY OF MIAMI ("CITY") FOR THE APPROVAL OF THE PURCHASE OF AN
ON -BOARD AUTOMATIC TEXT AND VOICE ANNOUCEMENT SYSTEM ("ATVAS")
FOR THE MIAMI TROLLEY SYSTEM, SPECIFICALLY CONSISTING OF A
COMBINATION OF HARDWARE AND SOFTWARE TO PRODUCE AUDIO AND
VISUAL ANNOUNCEMENTS, INCLUDING ROUTE AND STOP INFORMATION IN
COMPLIANCE WITH THE AMERICANS WITH DISABILITIES ACT, FROM RADIO
ENGINEERING INDUSTRIES, INC., FORA NOT TO EXCEED AMOUNT OF
$118,093.80; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE A
PROPOSAL AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM,
ALLOCATING FUNDS FROM THE CITY OF MIAMI TRANSIT SURTAX REVENUES,
SUBJECT TO THE AVAILABILITY OF FUNDS AND BUDGETARY APPROVAL AT
THE TIME OF NEED.
WHEREAS, the City of Miami's ("City") Trolley System ("Trolley") provides a valuable transit
service to the residents and visitors of the City; and
WHEREAS, the Americans with Disabilities Act ("ADA") requires transit agencies to announce
stops and identify routes by name; and
WHEREAS, a Global Positioning System ("GPS") based Automatic Text and Voice
Announcement System ("ATVAS") provides the best and most efficient means of conveying
ADA-compliant announcements; and
WHEREAS, the City has previously equipped the Trolley fleet with a GPS-based Computer
Aided Dispatch/Automatic Vehicle Location ("CAD/AVL") system, furnished by Radio Engineering
Industries, Inc. ("REI"), that is capable of interface with an ATVAS function; and
WHEREAS, pursuant to Sections 18-85 and 18-86 of the Code of the City of Miami, Florida, as
amended, the City Manager has made a written finding, which is attached as an exhibit to this
Resolution and is incorporated herein by reference, concluding that competitive sealed bidding
methods are not practicable or advantageous for the City, due to the interface currently available
between the CAD/AVL system installed on the Trolleys and the required ADA-compliant ATVAS
function REI also offers; and
WHEREAS, the City Manager recommends the waiver of competitive sealed bidding methods
for the installation and maintenance of the Trolley ATVAS system in a timely and efficient manner, as

most practical and advantageous to the City; and
WHEREAS, it is in the public's best interest that REI install and maintain the ATVAS system on
the Trolleys, as REI is currently providing CAD/AVL services for the City under the supervision and
direction of Limousines of South Florida, the City's Trolley operations provider, and REI is uniquely
qualified to assure that a GPS-based ATVAS system operates in a seamless and compatible manner
with the existing system;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted
by reference and incorporated as fully set forth in this Section.
Section 2. By a four -fifths (4/5ths) affirmative vote, after an advertised public hearing, the City
Manager's findings and recommendations, pursuant to Sections 18-85 and 18-86 of the Code of the
City of Miami, Florida, as amended, waiving competitive sealed bidding methods, as not being
practicable or advantageous to the City for the acquisition of an ADA-compliant ATVAS system from
REI for the Trolleys for the not to exceed amount of $118,093.80, is approved.
Section 3. The City Manager is authorized {1} to execute a Proposal Agreement, in
substantially the attached form, between the City and REI for the purchase of an ADA-compliant
ATVAS system.
Section 4. This Resolution shall become effective immediately upon its adoption and signature
of the Mayor. {2}

Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City
Charter and Code provisions.
{2) If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10)
calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it
shall become effective immediately upon override of the veto by the City Commission.
