Operational Mission The establishment of a unified structure of government services to seek, inspect, and correct licenses and safety violations for all establishments operating with a liquor license. History In 2007 an informal inquiry to identify crime patterns and trends was conducted by interviewing Downtown Beat Officers, workers, and residents. We were asking them to identify the top generators of crime within the Downtown NET area. One of the top areas identified was the entertainment district. The Entertainment District which is zoned for 11 clubs, centered around NE 1st Ave and 11th St and the Media Entertainment District which is zoned for 6 clubs, centered around N Miami Ave and NE 14th St. The Entertainment District is zoned for 24 hour liquor sales while the Media Entertainment District is zoned for liquor sales until 5am. On any given weekend night the two Districts host approximately 8,376 patrons inside the 11 operating clubs with an estimated 2,500 patrons either waiting in line or transitioning from club to club.
