This discussion is long overdue, but finally the City Commission has agreed to conduct a public hearing on this issue. The City will conduct a public hearing on this item on Thursday, October 23rd, 11:3o am at the City of Miami City Hall, 350o Pan American Drive, Miami, FL 33131. Minimum parking requirements are killing good urban development in Miami. Luckily, there has been a push to eliminate parking requirements for small urban buildings (<1o,000 sq ft) in recent months. A few months ago Zillow released a housing report that cited Miami as the end most expensive city for renters. The average Miami resident spends 43.2% of their income on rent. Combine expensive housing with lack of public transit and minimum parking requirements that only serve to perpetuate the use of the automobile; its no wonder why Miami is one of the most expensive car dominated cities in the US. Eliminating parking requirements would do the following things: I) Allows small developers to choose how many parking spaces are needed based on what fits and what buyers or tenants want. 2) Replaces parking with denser development that generates more property and sales tax for the county and city. 3) Allows small property owners to keep their property and develop themselves. 4) Levels the playing field for small Miami property owners. 5) Allows for the creation of more walkable and denser urban neighborhoods. 6) Provides greater opportunity to build additional homes within proximity to mass transit corridors — which works to reduces auto traffic on congested roadways. 7) Works toward retaining housing affordability, by allowing previously undevelopable lots — or lots with limtied development potential — to be built upon, to meet the future housing needs of all residents. Below are the details for the reduced parking requirements that are being sought for small urban buildings. This is currently being advocated for at the commission level, so stay tuned for the resolution. The proposed text for T4, T5, and T6 is underlined below. The non - underlined text already exists in Miami 21, a TOD/transit corridor parking reduction that does not apply within 50o ft of single- family/duplex areas (T3). The proposed text does not change that, it does not apply within 50o feet of T3. Below is a map of where the proposed text would apply: orange areas around rail stations, purple areas along transit corridors, but not yellow areas within Soo ft of T3. Let's hope City of Miami Commissioners can come to their senses and eliminate parking requirements entirely, not just for small urban buildings. This puts us in line with the best practices nationally, mainly in progressive cities like New York. Sure, the Magic City is lovely, they said, if you want to work in real estate or restaurants. Well, a new study throws cold water on that idea. In fact, its authors found, Miami's share of 25 to 34 year -olds with a college degree has leapt by nearly 25 percent in the past decade. And a huge percentage of those new residents are living near the urban core. The stats come from City Observatory, a Portland -based think tank supported by the Knight Foundation dedicated to crunching data about cities and urban policies. Their report, released on Monday, tries to pin down where the "young and restless" -- AKA the 25 to 34 year -old, college educated demographic -- has chosen to put down roots. The numbers matter, the authors say, because that group plays an outsize role in growing economies. Page 2 of 10 Miami has apparently done a fine job of doing just that in recent years. The authors found that the number of "young and restless" in the Dade -Fort Lauderdale -Pompano Beach metro area has grown from about 179,o0o in 2000 to more than 223,00o in 2012, a 24.E percent increase. That's right on par with New York and Los Angeles and more than techie hubs like San Francisco. Denver, San Diego and Nashville topped that list with growth about double Miami's, but the Magic City does outshine almost everyone in another category. The percentage of those young, educated folks moving to Dade's urban core is one of the highest in the nation. Across the country, young people have flooded to urban areas, jumping in numbers by 37 percent since 2000. But that trend is especially notable in Miami, where the authors found a 118 percent increase in that demographic near downtown. That all goes a long way toward explaining wily you can't walk through Wynwood these days without tripping over a craft brewery or a small plates restaurant.
