CONCLUSIONS
BENEFITS OF THE NEW COMMUNITY BUILDING
The new community building will allow the following
benefits:
1. Larger enrollment for after school and summer camp.
2. Introduction of a senior program.
3. Rentals for neighborhood celebrations —.baby showers,
community meetings, birthday party etc.
4. Expanded programming for the community such as the
opportunity to partner or allow permits that can offer
additional services like — yoga, aerobics, ESOL classes,
parenting classes, etc.
CONCLUSIONS (cont.)
5. Expand the Epark — more computers for public use.
6. Allow the opportunity for computer classes via a
partnership with a community technology group.
7. The children would have bathrooms inside the building
to utilize while in programs.
8. Enhance the Park by providing a central meeting point
for the community that will offer multiple uses to all
ages.

ENVIRONMENTAL INVESTIGATION
1. City of Miami conducted City -Wide evaluation of Parks after discovering
contamination at Blanche Park.
2. On -site park inspections, review of historic aerial -view maps, and City
archives were researched for clues in regards to which City properties
may have been used for dumping.
3. City discovered evidence that landfill activities once occurred at Douglas
Park.
4. Soil testing confirmed presence of heavy metals in soil beneath the
ground surface.
5. Soil test results were submitted to the Miami -Dade Department of
Resource Management (DERM) for evaluation. DERM issued letter to
City on November 21, 2013 recommending that the park be closed until
the extent of heavy metals in the soil is investigated.
6. The soil data has been collected throughout the 10 acres of the park and
a cleanup action plan is in the planning stage to present to DERM for
approval.
7. Estimated Cleanup Cost $3.5 Million
