CITY OF MIAMI, FLORIDA
INTER -OFFICE MEMORANDUM
TO: Honorable Mayor and Members of the
City Commission
1///
FROM: Daniel J. A f• so
City Manager
DATE: September 10, 2014
SUBJECT: Police Department Hiring and
Staffing Update
As per the request of the City Commission during the October 10, 2013, City Commission meeting, I
present this memorandum, which outlines the Police Department's manpower allocation and hiring
progress.
The Miami Police Department is currently operating with 13 sworn vacancies, although 35 of those
vacancies are due to the positions added to the current fiscal year's budget. There are 8 sworn members of
the Police Department who must separate from service due to the DROP in 2014.
The following is a breakdown of the Police Department's hiring progress since the July 24, 2014 City
Commission meeting:
Position "
S atus

•
Hired 87 Police Officers year-to-date (net gain of 57).
•
Hired 22 Police Officers since last City Commission meeting.
•
Three (3) Police Officer applicants awaiting medical clearance to hire.
•
Twenty-six (26) applicants from the July 2014 orientation session
undergoing psychological and polygraph testing (expected to be hired by
October 2014 if they pass all pre -employment hurdles).
•
One hundred fifty-one (151) Police Officer applicants attended orientation
during the week of September 1, 2014 (expected to be hired by December
2014, if they pass all pre -employment hurdles).
Emergency
•
Orientation for 23 applicants took place on June 24, 2014
Dispatcher
•
Four (4) applicants undergoing background investigation.
•
Currently 3 vacant positions.
The table on page 2 is a snapshot of the Police Department's hiring progress and staffing levels from May
2013 through August 2014. At our current rate, the Police Department has the capacity to hire
approximately 120 new police officers per calendar year. At this rate, our sworn hires will exceed our
separations, resulting in net gains of police officers for several years to come.
Should you need any additional information on this matter, please feel free to contact Chief Manuel Orosa
at 305-603-6100.
