Flagstone had to then complete further environmental assessments pursuant to the results of phase I and phase II of the environmental reports before obtaining approval of the permits identified below: Marina and Dredging Permit, U.S. Army Corps of Engineers Issued November 2, 2005, and renewed through October 18, 2015. (In addition to the permit general conditions, the permit has 107 special conditions) Environmental Resource Permit, South Florida Water Management District Issued August 11, 2004, and renewed through April 29, 2015. Class I Permit, Miami -Dade Department of Regulatory and Economic Resources Issued November 24, 2008 and valid through July 23, 2016. (Previously DERM, now "RER"- Department of Regulatory and Economic Resources) Marine Facilities Annual Operating Permit Issued October 1, 2013 and valid through September 30, 2014. The locations of all corals were marked along the bulkhead. Measurements of each coral head and general observations were recorded. Submitted into the public record in connection with item PA.1 on 07/10/14 City Clerk MARINA CONSTRUCTION: MITIGATION STAGE Over 60 specimens of the hard coral species Oculina diffusa were identified. The corals were attached to concrete blocks with marine grade epoxy. The blocks served as a weighted base for the corals during transport to their new locations. Submitted into the public record in connection with item PA.1 on 07/10/14 City Clerk MARINA CONSTRUCTION: MITIGATION STAGE 27 coral colonies of Oculina diffusa were relocated. Note that permit conditions stipulated the removal and relocation of 14 specimens. 18 blocks with epoxied corals were relocated to the opposing shoreline (adjacent to the new art museum). 9 coral heads were too large to epoxy to blocks so they were attached directly to the riprap boulders along the shoreline. Note that permit conditions stipulated the removal and relocation of 30 specimens. Sponges were attached to concrete blocks with marine grade epoxy. Once the epoxy had cured, the sponge/blocks were transported to the relocation site on the north side of the McArthur Causeway. Submitted into the public record in connection with item PA.1 on 07/10/14 City Clerk MARINA CONSTRUCTION: MITIGATION STAGE June 30, 2014: Seagrass mitigation, the last stage of the reconnaissance mitigation work began. • 2000 plugs are being removed and transported to a temporary holding site, north of the Julia Tuttle Causeway. --"` When the dredging phase of the marina construction is completed and the dredge holes are filled, these plugs will be replanted in the filled dredge hole. We have identified additional donor locations whereupon 8,000 plugs will be removed and replanted within the filled dredge hole (i.e. mitigation site). MARINA CONSTRUCTION: MITIGATION STAGE July 11, 2014: Anticipated completion date of Mitigation Work required prior to bulkhead stage and dredging stage • Mitigation will continue throughout the marina project with the Brickell artificial reef mitigation anticipated to begin October, 2014 through February, 2015. • The Brickell Mitigation Site is for the creation of an artificial reef. The artificial reef will most likely be constructed of limestone boulders or concrete reef balls. It is to off -set impacts to hard -bottom habitat at the project site. This Brickell Artificial Reef will result in a net -increase of hard bottom habitat — as we are required to create more suitable habitat than impacted. Submitted into the public record in connection with item PA.1 on 07/10/14 City Clerk MARINA CONSTRUCTION BULKHEAD STAGE TWO BULKHEAD STAGE July 22, 2014 to November 30, 2014 Contractor: Ebsary Foundation Company Engineer: Coastal Systems International, Inc. July 22, 2014: Demolition of existing bulkhead caps begins. It is important to note that the bulkhead must be strengthened prior to any upland construction commencing. The new bulkhead is to be built behind the existing bulkhead to protect the existing seawall and strengthen the upland side. Piles are estimated to be delivered to the site by July 22, 2014. The bulkhead phase is estimated to be completed by the end of November, 2014. Engineer: Coastal Systems International, Inc. • The dredged material will be barged and shipped to 3 identified locations north of 1-195. • New qualified sand will be purchased to be placed as top soil where the seagrass will be re -located.
