As an office, we have developed the following position regarding the current status of police hirings in the City
of Miami:
Have we achieved the 95 patrol officers promised at the September 26, 2013 budget meeting by the City of
Miami Police Department?
Most of the 95 patrol officers are not "net new" officers, but are described as officers not previously patrolling
City of Miami streets. They were to be comprised of filling 40 budgeted vacancies, along with 20 police officers
coming from behind their desks to patrol, and hiring 35 newly budgeted ("net new" officers). These groups join
together to form the total 95 new patrol officers promised by the City of Miami Police Department.
Factoring in separations from employment, the best we estimate is that by April 2014, an additional 48 officers
were patrolling the streets of Miami. How we came up with that determination is explained below.
Based on the written records submitted by the Miami Police Department at the budget hearing, the City of
Miami was staffed with 1,110 police officers, of the 1,144 then budgeted, demonstrating 34 vacancies. As a
result of the action taken by the Citizens, with the Commission, the City budgeted for 1179 police officers for a
"net new" increase of 35.
The written record demonstrates that starting by September 2013 and ending at April 2014, there have been 59
hires, and 25 separations, resulting in 34 "net new" officers. Of the 20 officers that were to come from the
behind the desk, 14 have been reassigned to patrol. This gave the City a total 1,126 officers, and 48 additional
officers on patrol.
By the end of May 2014, it appears we have hired 15 more officers, and lost 3, for another 12 patrol officers. If
those officers have been placed in patrol as promised, the record would reflect 60 additional new officers on
patrol.
However, the written record shows that the patrol division in September 2013 to be comprised of 606 officers.
On April 2014, the patrol division was comprised of 620 officers, and at the end of May, 619 officers. This
means that by April there were only 14 more patrol officers, and by May, only 13. These discrepancies in the
record need to be addressed.
Please see attached snapshot of the City of Miami Police Department Hiring Progress and Staffing Levels
discussed at the June 12th Commission Meeting for the breakdown. The hired and separated were all added
together from figures in the highlighted columns. Please do not hesitate to contact me if you have any trouble
