Dear Mr. Garcia,
Fernando and Rosa Fernandez, Owners of the properties located at 2475 & 2485 S.W. 22nd Avenue, intend to form a
unity of title between these two properties and make other use and physical adjustments to be in compliance with Miami
21 requirements. In doing so, they will need to change the use of each property to a preschool use. Currently the
property located at 2475 is a residential use and the property located at 2485 is a daycare. They would like to keep the
existing structures on the properties in order to maintain the residential look the code requests for that area.
By forming a unity of title and a change of use the property will provide all required parking, adequate outdoor recreation
area and landscaped open space on the site. The intended land use is allowed under the Zoning Code, and indeed,
appropriate in providing a needed service and an amenity serving the local residents.

PLAY AND LEARN CHILD DEVELOPMENT CENTER
VISION AND PURPOSE
Play and Learn offers a child -centered, developmentally appropriate, dual -language
integrated program for children from 18 months to five year olds. The purpose of the
program is to establish a strong foundation for learning in the early years, and to provide a
secure, respectful, and nurturing environment to help children thrive in a classroom that meet
their developmental needs.
PLAY AND LEARN provides a variety of learning opportunities and experiences that are
based on assessment information and the strengths, needs, and interests of the children. Our
culturally, linguistically, and developmentally appropriate program provides an environment
conducive to learning with challenging but attainable expectations.
PLAY AND LEARN adds opportunities for learning through play in the physical
environment and activities. Both child -initiated free play and more structured play -based
learning opportunities are integral parts of the classroom activities.
Children are offered choices of learning activities that reflect their developmental stages and
are encouraged to think creatively, to explore and investigate, to solve problems and engage
in the inquiry process, and to share their learning with others.
Teachers at PLAY AND LEARN support children in their play -based learning by:
• providing large blocks of time for both child -initiated and structured play;
• guiding, shaping, engaging in, and extending play but not dictating or dominating it;
• allowing children to be "in charge" of their play - engaging them in the planning of the
learning activities and allowing time for unstructured play;
• providing a variety of hands-on, concrete materials, tools, and equipment that
encourage children to engage in different forms of play;
• changing materials, tools, and equipment as needed, to guide, shape, enhance, and
extend learning;

FUNDAMENTAL PRINCIPLES
Our program is based on the following principles:

needs of young children.
3. Respect for diversity, equity, and inclusion are prerequisites the children's optimal
development and learning.
4. Children learn best when they are given appropriate responsibility, allowed to make
errors, decisions and choices, and respected as autonomous learners.
5. A planned curriculum supports early learning.
6. Play is essential to facilitate language, cognitive, and social development
7. Imagination, creativity and all kinds of symbolic behavior (reading, writing, drawing,
dancing, music, mathematical numbers, algebra, role play and talking) develop and
emerge when conditions are favorable.

CURRICULUM - LEARNING THROUGH PLAY
Our whole child approach enables children to learn primarily through play, social interactions
and experiential education. Children learn by doing. They learn through play,
experimentation, exploration, and testing. Learning should be a joyful, natural experience.
We follow The Creative Curriculum, as a guideline for planning and implementing a
developmentally appropriate curriculum program. The curricula is based on the
developmental needs of the children and focus on fostering individual growth through
opportunities for exploration.
Our teachers also rely in The Language Focused Curriculum, and The Florida Voluntary
Prekindergarten (VPK) Curriculum as other important resources in addition to The Creative
Curriculum. In addition to programmatic ideas, these curricula provide important
developmental milestones' information.
INTRODUCTION

As part of the Early Childhood Program and in addition to the projects done in class, students
have specialty teachers once weekly in the areas of:

• Fine, gross motor, sensory exploration for preschool students by an Occupational
Therapist
This curriculum outline highlights essential aspects of our Early Childhood Program. In
addition to these core areas of development, teachers respond to the interests and needs of
their students (both as individuals and as a group) in planning mini -units and centers for
their class. This element of an "emerging curriculum" is important in a developmentally
appropriate program and serves to enhance many of the core elements of development in our
curriculum.

days of each month from 8:00 am until 3:00 pm, except on the fifth day, until 12:00 pm. The

responses to this application must be typed and signed in black ink. All pertinent and accurate
information/documentation; i.e., the plans, reports, exhibits, shall be presented at the time of filing, in
addition to the paid receipt. The applicant is responsible for the accuracy of the information
contained in the application and all supporting materials. Should you wish, you could bring the
materials to our office for review prior to submittal to ensure completeness.
You will be responsible, if needed, to bring an interpreter for the English language to any
presentation before city boards, committees and the city commission. A valid power of attorney will
be required if neither applicant or legal counsel representing the applicant execute the application or
