The event is a showcase for the greatest club DJ's in the world. They are brought together in one venue, in the heart of Downtown Miami. The venue for the event will be Bayfront Park, with an extension that covers the northbound lanes of Biscayne Boulevard and the surface parking lots from SE 1 Street to NE 4 Street. The park will be transformed to hold seven (7) different stages, VIP areas, Medical Facilities, and a host of other spaces. The hours for the event are from 1600- 2400 hours on Friday, 1200-2400 hours on Saturday, and 1200-2300 hours on Sunday. A traffic pattern change along Biscayne Boulevard will be implemented on Thursday, March 27, at 2100 hours, and will remain in effect until Monday, at 0600 hours. There will be full traffic contingencies of officers throughout the entire time of the reroute MISSION STATEMENT The mission of The City of Miami Police Department is to provide for the safety of all persons and property affected by the event, and to minimize the traffic impact on the local residential, and business community. DELIBERATE ACTION- PLAN: OPERATIONAL/SECURITY STRATEGY: The initial traffic pattern change and set up will happen Thursday, March 27, at 2100 hours. It will consist of one Lieutenant, two Sergeants, and 20 Officers. The reroute will be as follows: all southbound traffic along Biscayne Boulevard will be detoured at NE 4 Street, west to NE 2 Avenue, and continue southbound from there. All northbound traffic along Biscayne Boulevard will be reduced to two lanes and shifted to the southbound lanes at SE 1 Street. It will continue northbound until NE 4 Street, where it will be shifted back to the regular northbound lanes. There will be a 0900 roll call for the traffic posts which will consist of one Lieutenant, four Sergeants, and 69 Officers. These officers will be relieved nightly at 0100 hours by a detail of one Lieutenant, two Sergeants, and 24 Officers. All side streets and access to local businesses will remain open except for those directly along Biscayne Boulevard, between SE 1 and NE 4 Streets. The officers on this roll call will be assigned to traffic. It will consist of one Lieutenant, five Sergeants, 51 Officers, and 13 PSA's. There will be a second roll call at 1200 hours for the Vending Detail. This detail will also be a Bike Squad, consisting of one Lieutenant, one Sergeant, and six Officers. They will address any illegal vendors and quality of life issues in the Downtown core. The main roll call for Friday will be at 1300 hours, consisting of one Lieutenant, seven Sergeants, 86 Officers, and three Marine Patrol Officers. These units will be assigned to the remaining posts. They will include posts inside the park, on Chopin Plaza, the front gate of the event, and the South Service Road, between Bayside, and Bayfront Park, and along the perimeter fence from Chopin Plaza to NE 4 Street. There will be another roll call at 1500 hours. This roll call will consist of 5 Bike Sergeants and 30 Bike Officers. They will monitor and handle all situations during the event that requires a quick response and Quality of Life Issues within the event area, including the detour area. The final event roll call will be at 1600 hours, consisting of two Sergeants, and 25 Officers. This includes 16 additional inside posts to supplement the staffing during the peak times. This group will also include the Plainclothes Supervisor and six Officers who will target the illegal narcotics issues within the event. The final three Officers and four Detention Officers from this group will handle the prisoner processing and transport for the event. All officers will clear by 0100 hours. The traffic posts will be relieved by the overnight detail listed above. The first roll call on Saturday and Sunday will be the traffic roll call. It will consist of one Lieutenant, five Sergeants, 46 Officers and 21 PSA's. In addition to the traffic roll call, at 0900 the Vending detail will .come in. The detail will also be a Bike Squad, consisting of one Lieutenant, one Sergeant, and six Officers. They will address any illegal vendors and quality of life issues in the Downtown core. The second roll call for Saturday and Sunday will be at 1000 hours, consisting of one Lieutenant, five Sergeants, 37 Officers, and three Marine Patrol Officers. These units will be assigned to the remaining posts. They will include posts inside the park, on Chopin Plaza, the front gate of the event, and the South Service Road, between Bayside, Bayfront Park, and along the perimeter fence from Chopin Plaza to NE 4 Street. They will monitor and handle all situations during the event that requires a quick response and Quality of Life Issues within the event area, including the detour area. MARINE PATROL DETAIL: There will be three Marine Patrol units on site all three days with one officer per boat from 1300 hours until 0100 hours. These officers will be responsible for all marine related issues including security along the seawall of Bayfront Park, ROVING RESPONSE TEAM DETAIL: Two Roving Response Teams, consisting of two Officers each, will be responsible for monitoring and handling all situations during the event that require a quick police response. In the event there is a critical incident or situation, Roving Response Teams will assemble in an area designated by their supervisor. The team will then respond together to any incident in Bayfront Park. VENDING DETAIL: The vending detail will be a separate bike quad, made up of one Lieutenant, one Sergeant, and six Officers. This detail will come in on at 1200 hours on Friday and 0900 hours on Saturday and Sunday. They will address all the illegal vending within the Downtown vending area as well as assisting with Quality of Life issues. PROCESSING DETAIL: The officers at the Command Post will be responsible for the processing, photographing, and transporting of any subject that is arrested during the festival. We will also have two Property Specialists and one ID Tech at the Command Post processing any evidence and four Detention Officers for Transporting. COMMAND POST LOCATION: The Mobile Command Vehicle, OEM 1, will be setup in the median parking lot on Biscayne Boulevard, between NE 4 and 5 Streets. This detail will also have officers that. will serve as note takers, and they will liaison with the Fire Department, CSC Security, and Event Staff. Prisoner processing and transport will also be in this general area, to be secured by a fence and gate. PRE OPERATION / EVENT BRIEFING: Information contained in this report is confidential pursuant to applicable federal, state, and local statutes, 5 This document is law enforcement sensitive and therefore exempt from statute FSS 119 All rescue calls will be made thru the Command Post. All uniformed officers working the event will be wearing their Class "B" uniform with baseball hat. The event will take place at Bayfront Park (301 Biscayne Blvd.), starting at 1.600 hours on Friday and 1200 hours on Saturday and Sunday and will end at 2400 hours on Friday and Saturday, and at 2300 hours on Sunday. We will be utilizing Dispatch 11, Tactical 11 for Car -to -Car. CONTINGENCY PLAN: OPERATIONAL/SECURITY STRATEGY: The Event Commander will reassign officers to any location that is determined to be a possible problem, or where a larger than expected crowd begins to gather. Officers will be strategically placed to provide a visible police presence. ENFORCEMENT TACTICS: Roving squads will respond to minor fights and disturbance quickly to resolve the situation. Subjects who are ejected or arrested will quickly be removed from the scene, so notto cause a larger disruption. Officers will not take any independent action: Transportation for arrested subjects will be dispatched through the Command Post. Identification or information and Arrest Forms of all subjects arrested or ejected must be left with the Command Post Processing Detail. TRAFFIC: The Traffic Commander will assess the traffic situation and make changes as needed. EMERGENGENCY ACTION. PLAN: IMPROVISED .EXPLOSIVE DEVICE (IED): The responding supervisor or commander enroute to or at the scene of the possible (IED) incident will take command by announcing on the air that she/he is in command. The supervisor or commander will become the Incident Commander (IC) until relieved by a qualified authority. The IC will conduct a quick assessment of the situation to include possible locations for secondary devices targeting arriving first responders. The supervisor or commander will serve as the IC until such a time that it becomes necessary to transfer command. The IC in conjunction with the City of Miami Fire - Rescue Department and all other assisting agencies will establish a unified command and coordinate to perform the following duties: Information contained in this report is confidential pursuant to applicable federal, state, and local statutes. 6 This document is law enforcement sensitive and therefore exempt from.statute FSS 119 • Secure the perimeter and establish security of the area for responding personnel and persons in the affected area, including ingress and egress • Set up an operational area and establish hazard control zones (Le., hot zone, warm zone, and cold zone) • Establish Command Post (CP) • Order a limited search of the affected area for secondary devices or possible threats to responding personnel • Control and secure any suspects involved in the incident • Establish decontamination, triage, and transport areas as needed • Establish staging area(s) • Establish a Media area or Joint Information Center (JIG), away from the CP and staging area(s) • Protect the crime scene and identify and secure items of evidentiary value • Request staff notifications be made by communications personnel (including members of Office of Emergency Management & Homeland Security (O.E.M./H.S.), Special Investigations Section (S.I.S.), and Special Operations Section (S.O.S.) MASS CASUALTY INCIDENT: The Situation/Event IIC shall request staff notifications be made by communications personnel including members of (O.E.M. /H.S.), (S.I.S.), and (S.O.S.) The Miami - Dade County Medical Examiner's Office Mass Casualty Plan will be used as a guide. This plan should be implemented and supervised by the City of Miami Homicide Unit. WEAPONS OF MASS DESTRUCTION (WMD) or CHEMICAL, BIOLOGICAL, NUCLEAR, RADIOLOGICAL, or INCENDIARY (CBNRE) INCIDENT: The responding supervisor or commander enroute to or at the scene of the possible WMD/CBNRE incident will take command by announcing on the air that she/he is in command. The supervisor or commander will become the Incident Commander (IC) until relieved by a qualified authority. The IC will conduct a quick assessment of the situation to include possible locations for secondary devices targeting arriving first responders. The supervisor or commander will serve as the IC until such a time that it becomes necessary to transfer command. The IC in conjunction with the City of Miami Fire - Rescue Department and all other assisting agencies will establish a unified command and coordinate to perform the following duties: • Establish staging area(s) for arriving first responders so they may don their Personnel Protection Equipment (PPE) • Secure the perimeter and establish security of the area for responding personnel and persons in the affected area, including ingress and egress • Set up an operational area and establish hazard control zones (e.g. hot zone, warm zone, and cold zone) Information contained in this report is confidential pursuant to applicable federal, state, and local statutes. 7 This document is law enforcement sensitive and therefore exempt from statute FSS 119 • Establish Command Post (CP) • Order a limited search of the affected area for secondary devices or possible threats to responding personnel • Control and secure any suspects involved in the incident • Establish decontamination, triage, and transport areas as needed • Establish staging area(s) • Establish a Media area or Joint Information Center (JIC), away from the CP and staging area(s) • Protect the crime scene, identify and secure items of evidentiary value • Request staff notifications be made by communications personnel (including members of O.E.M./H.S., S.I.S. S.O.S., City of Miami Fire Department/HAZMAT and the Joint Terrorism Task Force (JTTF) VIOLENT PERSONS CRIME(S): In a case where a violent crime occurs, an officer from the Situation/Event will monitor the area working channel and advise the dispatcher of the incident. The IC will take control of the scene and: • Take appropriate action to stabilize the situation • Control and secure any suspects involved in the incident Protect the crime scene, identify and secure items of evidentiary value • Protect victims and obtain all necessary information • Assure timely requests for specialized units (Homicide, Fire Rescue, CSI, Sexual Battery, Robbery, etc...are made) CIVIL DISORDER: If the SituationlEvent participants become unruly or problems start to overwhelm the available resources, the IC should assess the demeanor of the crowd and determine if more resources need to be summoned before the situation deteriorates any further. The IC will provide an immediate update to the dispatcher and: • Report initial observations • Secure the proper resources in order to stabilize the event • Direct all members not to take independent action against the crowd • Identify a staging area(s) for arriving units • Delegate supervisor(s) to account for all assigned personnel SEVERE WEATHER: If inclement weather hinders the Situation/Event, the IIC will instruct the supervisor(s) to break out into teams and secure shelter for its members. As soon as all officers are accounted for, the IIC will provide an immediate update to the dispatcher. Information contained in this report is confidential pursuant to applicable federal, state, and local statutes. 8 This document is law enforcement sensitive and therefore exempt from statute FSS 119 CHEMICAL SPILL: The I/C will request staff notifications be made by communications personnel and request specialized units (i.e., Hazmat, Fire Rescue, etc...). • I/C will establish a hot zone, warm zone and cold zone • Establish Command Post (CP) • Identify staging area(s) for responding units As soon as a better qualified person or Subject Matter Expert (SME). arrives on the scene (Le., Fire Rescue) command will be transferred. FIRE: The WC will instruct a supervisor to contact the dispatcher and provide the details of the fire. In case of a building fire, the first responders will assist the victims in evacuating the building.
