A RESOLUTION OF THE MIAMI CITY COMMISSION URGING GOVERNOR RICK
SCOTT AND THE MEMBERS OF THE FLORIDA LEGISLATURE TO REJECT ANY
AND ALL EXPANSIONS OF GAMBLING, INCLUDING LEGISLATION TO LEGALIZE
"DESTINATION CASINOS" IN THE STATE OF FLORIDA; DIRECTING THE CITY
CLERK TO TRANSMIT A COPY OF THIS RESOLUTION TO THE OFFICIALS
DESIGNATED HEREIN.
WHEREAS, the Florida Legislature is currently considering various measures that will substantially
expand gambling in the State of Florida; and
WHEREAS, the legislation being considered would allow for casino operations such as those in
Las Vegas and Atlantic City; and
WHEREAS, large scale casino operations have historically been overall detrimental to business
operations, economic development and the economic well-being of existing businesses and retail
operations in communities; and
WHEREAS, our community will bear the serious negative consequences of expansive gambling;
and
WHEREAS, if gambling interests are allowed to obtain major casino expansion, such full-scale
casino and gambling operations will become commonplace throughout our community and our state;
and
WHEREAS, the many consequences of expansive gambling will seriously impair the ongoing
process and collective efforts of many sectors of our community to sustain the emerging downtown
revitalization and quality of life in our community; and
WHEREAS, the unproven and illusory benefits touted by the special interests promoting the
expansion of gambling are by far outweighed by the history of other communities where the expansion
of gambling has resulted in the harsh reality of its negative short and Tong -term impact; and
WHEREAS, based upon the foregoing, the Mayor and the Miami City Commission hereby urge the
Florida Legislature to reject any and all expansion of gambling in the State of Florida, including any
legislation which would legalize the "destination casinos";
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.

Section 2. The Miami City Commission urges Governor Rick Scott and the members of the Florida
Legislature to reject any and all expansions of gambling, including legislation to legalize "destination
casinos" in the State of Florida.
Section 3. The City Clerk is directed to transmit a copy of this Resolution to Governor Rick Scott,
Senate President Don Gaetz, the Speaker of the House Will Weatherford, and to the members of the
Florida Legislature.
Section 4. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor. {1}

Footnotes:
{1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
