City Manager DATE: February 10, 2014 SUBJECT: Police Department Hiring and Staffing Update As per the request of the City Commission during the October 10, 2013, City Commission meeting, I present this memorandum, which outlines the Police Department's manpower allocation and hiring progress. The Miami Police Department is currently operating with 63 sworn vacancies, although 35 of those vacancies are due to the positions added to the current fiscal year's budget. There are 13 sworn members of the Police Department who must separate from service due to the DROP in 2014. The Miami Police Department's sworn force is distributed as follows: 69% uniformed services/field operations, 19% criminal investigations, 10% administrative (including 5% who are assigned to background investigation and training duties in order to facilitate the agency's hiring efforts), and 2% community relations. The following is a breakdown of the Police Department's hiring progress: Position Statu Certified Police • Two (2) Certified Police Officers hired February 4, 2014. Officer • Two (2) Certified Police Officers to be hired February 11, 2014. • Four (4) Certified Police Officers awaiting medical clearance. • Certified Police Officer list will be exhausted after the last four applicants are fully processed. Police Officer • Processing the first batch of 362 applicants from 1,322 on the list. • Applicants are in the psychological and polygraph examination phases. • 155 applicants remain in the process, with 207 having been disqualified. • Second batch of 366 applicants to be processed in April 2014. Detention Officer • Processing final 8 remaining applicants: • Expected to fill 2 vacant positions prior to April 2014, if enough applicants pass all pre -employment hurdles. • Currently in the polygraph examination phase Of the 20 sworn officers the administration promised to redeploy to field operations, 9 have been redeployed. Three current civilian employees were promoted this week and will replace an additional 3 officers which will be sent to Patrol by the end of February 2014. Eligible registers have been established for the remaining 8 civilian positions which will be replacing the sworn officers, and interviews have been scheduled for this month.
