SUBJECT: Police Department Hiring and.
Staffing Update
As per the request of the City Commission during the October 10, 2013, City Commission meeting, I
present this memorandum, which outlines the Police Department's manpower allocation and hiring
progress.
The Miami Police Department is currently operating with 63 sworn vacancies, although 35 of those
vacancies are due to the positions added to the current fiscal year's budget. There are 13 sworn members of
the Police Department who must separate from service due to the DROP in 2014. The Miami Police
Department's sworn force is distributed as follows: 69% uniformed services/field operations, 19% criminal
investigations, 10% administrative (including 5% who are assigned to background investigation and
training duties in order to facilitate the agency's hiring efforts), and 2% community relations.
The following is a breakdown of the Police Department's hiring progress:

Seven (7) Certified Police Officers hired since January 6, 2014.
Processing the final twelve (12) remaining applicants on the list;
• Four (4) applicants pending medical clearance
• Eight (8) in the final phases of their background investigations
• Expected hire date in January 2014, if they pass all pre -employment
hurdles.

Processing the first batch of 362 applicants from 1,322 on the list:
• Orientation session held from January 13-16, 2014.
• Currently in physical agility testing phase
• Second batch of applicants to be processed in April 2014.

• Expected to fill 2 vacant positions prior to April 2014, if enough
applicants pass all pre -employment hurdles.

Of the 20 sworn officers the administration promised to redeploy to field operations, 9 have been
redeployed. Eligible registers have been established for the civilian positions which will be replacing the
sworn officers, and interviews have been scheduled. These new civilian positions have been accounted for
and approved in the FY 13/14 Budget.

The Police and Human Resources Departments have been working tirelessly to hire police officers. An
analysis of hiring data from 1994 to 2013 revealed that in 2013, the City of Miami hired more police
officers than any other year in the past 20 years. During the period examined, the City hired an average of
37.5 police officers per year. In 2013, we hired 101 new police officers and promoted 9 City employees to
the rank of police officer for a total of 110 new police officers.

from May 9, 2013 through the January 9, 2014 City Commission meeting.
