SUBJECT: Police Department Hiring and
Staffing Update
As per the request of the City Corni'rfssion during the October 10, 2013, City Commission meeting, I
present this memorandum, which outlines the Police Department's manpower allocation and hiring
progress.
For calendar year 2013, the Miami Police Department hired 110 police officers. A total of 40 sworn
officers separated from service during the same time period, thus representing a net gain of 70 officers for
the year. The Police Department is currently operating with 70 sworn vacancies, although 35 of those
vacancies are due to the positions added to the current fiscal year's budget. There are 15 sworn members
and 48 civilian members of the Police Department who must separate from service due to the DROP in
2014. The Miami Police Department's sworn force is distributed as follows: 69% uniformed services/field
operations, 19% criminal investigations, 10% administrative (including 5% who are assigned to background
investigation and training duties in order to facilitate the agency's hiring efforts), and 2% community
relations.
The following is a breakdown of the Police Department's hiring progress:

• Hired two (2) Certified Police Officers since last Commission meeting.
• Three (3) applicants pending medical clearance
• Expected hire date in January 2014, if they pass all pre -employment hurdles.

• Orientation for 362 non -certified police officer applicants scheduled for
January 13-16, 2014.
• Expected hire date in April 2014, if they pass all pre -employment hurdles.
Detention Officer
• Processing 54 applicants who attended orientation on January 2, 2013.
• Expected hire date for 2 vacant positions in April 2014, if they pass all pre-
employment hurdles.
We are on track to replace the 15 sworn positions in the Police Department which were identified as
positions which could be performed by civilians by the end of January 2014, as originally reported to the
City Commission. These 15 positions have been accounted for and approved in the FY 13/14 Budget. The
table on the following page is a snapshot of the Police Department's hiring progress and staffing levels from
the May 9, 2013 Commission meeting to the December 12, 2013 Commission meeting.
