Dear Mr, Martinez:
Please accept this letter .IEIS our request for exemption of the tree relocation programfor the
Florida Department of :Health and on behalf of the 'Public Health Clinic at 1350 NW le Street,
The Florida:Department of. Health is the long term lease holder of the state owned real property
located within the boundaries of the Oily of Miami. W6 are currently under a Building. Permit
Review by the City of Miami for a new perking structure for Department staff as- the first phase
of an office consolidation of functions In order to reduce the County Health Department's
lea'sing costs, The next phase of the program will be the office building to flouts those
functions': however, the perking structure had to becompleted first to maintain staff parking on
site while 'the office Is being. constructed. Subsequ-ently, trees that were planted two -three years
ego end mating:trees have to be removed to:accentMod* the building. es will be the case for
the, office .bullOng. that will be located. along NW 141" Street. The issue of tree removal is
referenced in 'Chapter 17 of the City of Miami COde. The DepartMent. IS requesting .anexception
to the permit requirement for tree removal and as•soclated fees beeause the Schedule of
construction is Critical to the financing of the project by the State, The Department would
welcome the c.)pportunIty to explain Its request at a City of Miami Commission meeting,
The County Health Department recently completed e Clinic bul'IdIng as- well as renovating the
existing State Laboratory Services building as .part of a development plan that has taken
several decades to establish, The fruits of thatplan ere now being implemented to :provide more
enhanced services and programs for meeting the healthcare needs of the underierved of the
MiarrikDade .commurilty, Consolidation of the current Clinic and the support funotlons of County
Health Department will result In the reduction of travel to ,and provide for an effiolent 'outlay of
services that will- be an overall community benefit, .15y ooneolldating our programs and services
on one site we will reduce green gas emissionsg..enerated by internal and exterhal ollents,
People will not need to drive to multiple locations to receive- .serviws, people. MI have more
atoeselbillty to public traneportations, and tarpooling going to our :site in the elvio Center as

previous new citric building. have been eXempted from Impact fees sunder Sec 33E-14 (a) -
Exemption and. Croft of to Road Impact IVIartual criteria: Additionally, the Health Department
has provided Infrastructure improvements to the surrounding Streets -as well as. water line and
other utility upgrades. Other Improvernents POOH: has agreed are repaVing part .of 13 Court
including new curb and gutter, now sidewalk, improving handicap approaches at the
Intersections of NW 1461 Street end 1.3th 'Court and NW 1,1P Street and le Moue. The
improventents are :being performed -In g'odd faith for the benefit of the City of Miami and the
adjacent -areas es well as the Department,
Since the issue with the tree :relocation was not part of the diSOLISsion during the Mien! 21
Warrant ,procest and that Warrant plan was approved Including .ort-eite landecaping in October,
