SUBJECT: Police Department Hiring and
Staffing Update
Asper the request of the City Commission during the October 10, 2013, City Commission meeting, I
present this memorandum, which outlines the Police Department's manpower allocation and hiring
progress.
For calendar year 2013, the Miami Police Department has hired 94 police officers. A total of 38 sworn
officers have separated from service during the same time petiod, thus representing a net gain of 56 officers
for the year. The Police Department is currently operating with 69 sworn vacancies, although 35 of those
vacancies are due to the positions just added to the current fiscal year's budget. There are no sworn or
civilian members of the Police Department who must separate from service due to the DROP for the
remainder of 2013. There are 15 sworn members and 48 civilian members of the Police Department who
must separate from service due to the DROP in 2014. The Miami Police Department's sworn force is
distributed as follows: 69% uniformed services/field operations, 19% criminal investigations, 11%
administrative (including 5% who are assigned to background investigation and training duties in order to
facilitate the agency's hiring efforts), and 1% community relations.
The following is a breakdown of the Police Department's hiring progress:

Processing 117 applicants:
IP Ten (10) applicants pending medical results; should be ready to hire within
the next 2 weeks if all pass their medical and toxicology examinations.
• Eight (8) applicants undergoing background investigation; should be ready
to hire by December 2013 if they pass all remaining phases of the pre-
employment process.
• Remaining 99 applicants undergoing physical agility testing; should be ready
to hire January 2014 if they pass all remaining phases of the pre -employment
process.
Police Officer
One (1) applicant being processed from prior list; should be ready to hire November
2013. Concluded recruitment drive which ended October 19, 2013; over 1,500
applications received in 5 days. List contains both certified and non -certified
applicants.
Emergency
Dispatcher
Awaiting medical and toxicology examination results for 3 applicants; should be
ready to hire November 2013 if they pass their medical and toxicology examinations.
Detention Officer
Currently accepting applications to fill two (2) vacancies.

In addition to the 5 sworn members who were already redeployed to uniformed patrol, we have identified
13 sworn positions in the Police Department which could be performed by civilians. These 13 positions
have been accounted for and approved in the FY 13/14 Budget. The Police Department, the Human
Resources Department, and the Office of Management and Budget are currently working together in order
to hire the additional civilian positions in the Police Department as soon as possible so that those officers
may be redeployed.
