IT in City Governments has seen a rapid increase in the complexity and volume of IT services requested over
the past 5 years. As base services have stabilized, IT can now grow from being primarily a support function to a
key driver of strategic benefits.
Challen¢es
While stabilizing the base environment, the complexity and scope of IT services continues to expand. A volatile
political, social, and economic environment has forced the organization to rapidly adjust to new requirements
and employee needs. Resourcing for projects is a challenge, due to turnover and specific skills requirements
impacting the ability to meet all project demands. Continuing pressures and uncertainly with respect to
funding requires that all projects be prioritized to best support The City's goals and alignment with the overall
organizational strategy.
Defining an IT Strategy
In order to ensure resources are best meeting organizational goals, an IT strategy has been developed in
collaboration with IT, business, and executives. This strategy will serve as the plan to guide the focus of IT over
the next 3 years.

Guiding principles
The strategy was developed based on the following key principles and assumptions:
1. Defining an overall governance and portfolio management model, for the initiation, acceptance,
and changes to IT projects.
2. Focus on strategic projects first, with allowance for projects on the portfolio list as required or
deemed a priority by the IT Steering Committee (ITSC).
3. Data integration is the most important thing on the road map.
• iBuild and Miamibiz applications are the other top priorities, and no resources should be
taken away to complete other projects
4. Having the right resources will be crucial to meeting the timelines and project requirements.
