A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AFTERA PUBLIC HEARING, WAIVING THE REQUIRED RESIDENT OR
PROPERTY OWNER CONCURRENCE FOR TRAFFIC FLOW MODIFICATIONS,
WHICH INCLUDE THE CONVERSION OF VARIOUS TWO-WAY STREETS TO
ONE-WAY STREETS, AS DEPICTED IN THE ATTACHED EXHIBIT "A", ATTACHED
AND INCORPORATED, FOR THE BUENA VISTA ONE WAY STREET
CONVERSION AND SIGNAGE PROJECT, B-30891; FURTHER DIRECTING THE
CITY MANAGER TO INSTRUCT THE DIRECTOR OF CAPITAL IMPROVEMENTS
PROGRAM TO TRANSMIT A COPY OF THIS RESOLUTION TO THE MIAMI-DADE
COUNTY DEPARTMENT OF PUBLIC WORKS TRAFFIC ENGINEERING DIVISION
TO CONSIDER THE PROPOSED TRAFFIC FLOW MODIFICATIONS.
WHEREAS, at the request of the Buena Vista East Neighborhood Association, the Capital
Improvements Program ("CIP") has proposed the conversion of various two-way streets to one-way
streets, as depicted in Exhibit "A", attached and incorporated, for the Buena Vista One Way Street
Conversion and Signage Project, B-30891 ("Project"); and
WHEREAS, the Miami -Dade County Department of Public Works Traffic Engineering Division's
("MDCTED") approval of the design plans is subject to the City of Miami ("City") obtaining
concurrence from affected residents or property owners; and
WHEREAS, CIP did not receive the minimum required ballot concurrence from the residents or
property owners impacted by the proposed modifications; and
WHEREAS, MDCTED procedures for traffic flow modification establish that in lieu of concurrence
from affected residents or property owners, a municipality may pass a resolution, after a public
hearing, requesting MDCTED to consider the proposed traffic flow modification; and
WHEREAS, this Resolution requests that MDCTED consider the proposed traffic flow
modifications;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as fully set forth in this Section.
Section 2. After an advertised public hearing, the required resident or property owner
concurrence for traffic flow modifications, which include the conversion of various two-way streets to
one-way streets, as depicted in Exhibit "A", attached and incorporated, for the Project, is waived.

Section 3. The City Manager is directed to instruct the Director of CIP to transmit a copy of this
Resolution to MDCTED to consider the proposed traffic flow modifications.
Section 4. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor. {1}
Footnotes:
{1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
