XI enacted, allowing phones on the public right of way. • 2001: Payphone pilot program launched w/ FAT for kiosks with advertisements, limited to certain specific areas. • 2002: Pilot program ends. • 2009: State statute passed allowing advertisements on properly permitted payphones. Data: Definitions and Assumptions • Phone types: — ROW Phones: Found on the public right of way — Non -ROW Phones: Within private establishments • Timeframe: 2007 — 2012; FAT phones only. — Complete data available for 2008 — 2011, inclusive. — 2007 data available for the first six (6) months — 2012 data available for the first nine (9) months • 2007 number doubled and 2012 number multiplied by 4/3. — Accounts for possible seasonal fluctuations and is consistent with full year's data from 2008 — 2011, inclusive.
