DROP SUCCESSION PLAN
Most departments have some sort of workforce planning effort already taking place. These efforts
include the development of plans for staffing and succession, assessments of training needs, strategies
and plans for recruitment and retention, and projections for retirement. The capacity to perform
effective workforce planning will take time to develop.
To ensure that the recruitment timelines listed on the Staffing Schedule will be met, the following
recommendations should be implemented:
o Only online applications through NeoGov for all recruitments
o Required attendance of department directors at scheduled HR workshop on hiring process
o Opportunity for consideration of enhancing the number of staff in the Human Resources
Department
It is important to note that workforce planning is not a static document that tries to predict the future or
describe the past. Rather, it is an effort to focus on developing information that can help a department
director make staffing decisions for the short term and long term, yet allow for flexibility in a changing
environment. The plan is intended to help solve staffing problems and manage scheduled retirements
through the DROP programs of both GESE and FIPO.
Each department director has reviewed the list of employees in the DROP program and their retirement
dates. An action plan has been developed for each with an initial recruitment date or note indicated if
the position will be filled from an existing eligible register or by an appointment. Several strategies have
been identified to include programs, policies, and practices that may assist a department in recruiting
and retaining staff; restructuring their department; and/or auditing the job classification. The goal of
this process is to assist department directors in staffing their department to achieve its strategic goals.
ROLES AND RESPONSIBILITIES
Department directors involve DHR and OMB early on in strategic and operational planning, while
communicating staffing needs to employees so they can take responsibility to learn new skills whenever
possible. DHR and OMB work with departments as strategic partners, assisting in the attainment of a
highly competent and skilled workforce.
DHR consults with department management, while analyzing the impact of implementing potential
strategies on the department's workforce, training programs, and human resource management
policies. DHR is available to create and integrate programs and initiatives needed to implement human
resources strategies.
OMB consults with department management, while analyzing fiscal impacts of potential strategies,
providing technical support, and using strategic plans to guide development of annual budgets.
Department directors are responsible for allocation of resources and should drive the workforce
planning process. DHR and OMB are available to help to support department directors by acting as a
consultant and resource. This assistance is facilitated when all partners understand the business and
business context.
The following outlines the annual timeline. This semi-annual review provides the forum in which
departments address staffing -related issues. During the review, departments also introduce and
prioritize position change requests, which are then considered for implementation.

Department of Human Resources (DHR) and Office of Management and Budget

March Workforce Planning Sessions are conducted with departments.
April — Aug Ongoing consultation and development of strategies to implement action items.
June — July Funding recommendations will be reflected in proposed budget.
July — Sept DHR and OMB available to consult as needed by departments in updating their
action plan.
September Workforce Planning Sessions are conducted with departments.
Oct — Feb Ongoing consultation and development of strategies to implement action items.
The following strategies are recommended:
A. Recruitment Strategies
Proactive approaches to recruitment include:
• Online applications only
O Internet recruitment
• Job fairs
• Professional associations and conferences
• Radio and television advertising
o Executive recruitment firms
• Campus recruitment and outreach, including internships
• Print media
• Candidate databases of interested applicants
• One Stop Center @ Lindsay Hopkins
o Offer face-to-face assistance to individuals with on-line application (Spanish and Creole
assistance available)
o Provide flyer with information on assistance and services (including maps, contact
name, numbers etc.) provided at Lindsey Hopkins
o Career fairs — host fairs for the city or assist/participate in Career fairs
o Provide dedicated phone line with specific job/city info and assign staff familiar with City
to work with applicants
o Assist in finding qualified candidates (including targeting recruitment for specialized
fields/skills/trades)
o Post open positions to EMF
o Post available positions at center and local partners (billboards and bulletin boards)
o Send direct/targeted mail/emails to qualified candidates and community/professional
associations
o Hold trainings and informational sessions at Lindsey Hopkins

dditionai Strategies:
o Develop a method to document processes — This documentation may include the reason for the
processes, steps in the processes, key dates, relationship to other processes that come before
and after, key players and contact information, and copies of forms and file names associated
with the processes.
o Train — Often, key employees can make excellent instructors on tasks in which they specialize.
This method also allows many employees to learn directly from someone who is an expert in
their field.
o Conduct "lessons learned" meetings — This allows other employees to understand what worked
well and what needs improvement so they can learn from those experiences. These meetings
should be conducted immediately after an event or project, and the results should be shared
quickly among those who would benefit from that knowledge.
o Develop job aids —These are tools that help people perform tasks accurately. They include
checklists, flow charts, diagrams, and reference guides.
o Allow employees to work closely with key staff members —This can take many forms, including
pairing key employees on projects with other staff, internship programs, and mentoring
programs.
o Allowing employees to "shadow" other employees who are leaving — This involves "double
filling" a position temporarily so that the position can be filled with a new employee before the
current employee leaves. It allows for a transfer of knowledge and adequate training of new
employees.

Action Plan
o A job family of administrative support positions was developed to include Building Services
Assistant I -IV. An eligible register exists for Building Assistant I and IV positions to fill the
upcoming vacancies in 2013. Also, an eligible register exists for both the Administrative
Assistant I and II positions to fill the upcoming vacancies in 2013.
o The department director has a temporary working with the Structural Engineer in anticipation of
retirement date. Recruitment will be initiated in advance of the retirement date so that there
will not be a gap in services; nor will there be a need for an overlap of staff.
o Vacancies in 2014 will be filled utilizing either the AFSCME 1907 Memorandum of Understanding
or through the recruitment process with an eligible register established to fill the vacancies as

Action Plan
o Department will offer City-wide in-house training for Waste Equipment Operator positions by
March 2013.
o Department director plans to initiate a recruitment to fill the Waste Equipment Operator
positions by May 2013.
o Department director requests an overlap of two (2) months for the Waste Equipment Operator
positions.
o Interviews to fill the Waste Collector Operator II positions are scheduled for February 2013.

by April 2013.

o Department director will primarily use Career Opportunity Process to fill Waste Collector

FREQUENTLY ASKED QUESTIONS
Do I have to meet with DHR and OMB twice per year? What if 1 don't have any specific requests in
mind?
The workforce planning system is designed to encourage proactive thinking and planning on behalf
of City departments. It also fosters increased collaboration between department managers, DHR,
and OMB. As noted within this document, it is not the workforce plan that is as valuable as the
planning process itself.
The workforce planning meeting is intended as a dialogue, during which time departments share
trends, external and internal factors which are affecting their services, workforce changes, and other
factors that have the potential to influence human resource decisions. The meeting is the forum in
which department managers, DHR, and OMB brainstorm solutions to human resource decisions to
be made by department management. To that end, there is significant value in the meetings, even
absent any specific position change requests.
Every so often, I get a staffing schedule update. What is this document, and how should it be
used?
You may receive an updated workforce staffing schedule for your review. This schedule is
maintained by DHR and is provided to keep you updated on the progress of items discussed and
agreed to as part of the semi-annual review process. Feel free to use this tool within your
department in order to keep interested parties apprised of outstanding items or accomplishments
to date.
What do I need to bring with me to the workforce planning meeting?
The most important thing to bring with you to the meeting is the willingness to share information
about your department. Remember, the advice and consultation given to you by DHR and OMB is
only as good as the insight we have into your department's operations.
If you are requesting reorganization of your department or an audit of one of your positions, current
and proposed organization charts are always helpful. If available, updated job descriptions may be
shared with the DHR representative as part of the meeting. Retirement projections/updates, when
available, are also a helpful tool. Any documentation which you believe helps to frame your
request, and justify the need for proceeding with a review of it, is helpful and welcome at the
meeting.
What tools are made available as part of this process?
Currently, the retirement organizations provide departments with retirement projections. In
addition, a variety of reports can be made available to assist department directors with the planning
process. Types of reports include staffing, diversity assessments, and positions broken down by
grade level, job code, job classification, or a host of other criteria. Feel free to contact your DHR and
OMB representatives for further information on reports which may be made available to you.

Is there a tie between workforce planning and strategic planning?
Yes, there is clearly a tie between these two planning efforts. As departments prepare their budget
and strategic plan, inherent to this effort is the need to consider the human resource implications of
your strategic thinking and planning. With any strategic plan or objective, there is typically a human
resource component that merits consideration. Departments are likely to achieve the most
meaningful results from their planning efforts when there is alignment between their strategic and
workforce plans.
Do 1 have to wait for a vacancy in order to post the position in my department?
To assist departments in staffing their positions in a timely manner, OMB will create a 'concurrent'
position so that the requisition to fill the position can be created and routed to fill in NeoGov.
It seems like this is a workforce plan DHR and OMB. What is the value for departments?
There is clearly value in the workforce planning process for City departments. Having DHR and OMB
meet with you biannually to listen to your concerns and strategize about meaningful ways in which
to assist you can only benefit your department. Second, by engaging in discussion to plan your
staffing needs, your department is best prepared to meet its' service delivery challenges. While the
semi-annual process may take time, it is an opportunity to engage in proactive planning dialogue.
